Computing power is the infrastructure of the digital economy. With the steady progress of China's traditional industries towards intelligence and digital transformation, the demand for computing power continues to increase. Many engineering projects around the construction of the digital economy in many parts of the country have made new progress. Located in Yanggao County, Datong City, Shanxi Province, the Zhonglian Green Big Data Industrial Base has completed the expansion acceptance and power transmission of the Zhonglian 220 kV substation, to meet the increasing industrial demand of the Beijing Tianjin Hebei digital economy. Relying on the resource advantage and energy industry foundation, the local government takes the digital economy as the main direction to accelerate the transformation and high-quality development, and promotes the development of computing industry focusing on IDC (Internet Data Center). The industry has entered a period of rapid development with rising computing power. Although computing power is not visible, it can be achieved through the support of massive computing power, from online shopping and drama watching to the development of high-end manufacturing and the construction of smart cities. Shanxi seizes digital opportunities and leverages its location advantage in the central region, adjacent to the Beijing Tianjin Hebei region, as well as its resource advantages in coal-fired power and new energy, to cultivate and strengthen new quality productivity. It is reported that in 2018, the Qinhuai Ring Capital · Taihang Mountain Energy Information Technology Industry Base was established in Lingqiu County, marking the beginning of the development of Datong's computing power industry. Since then, as Yanggao Zoomlion Green Data Center, JD Group North China (Lingqiu) Intelligent Computing Data Center, Tiktok Volcano Cloud Taihang Computing Center have been successively launched, and Qinyun Super Energy Complex (Pingcheng, Guangling, Lingqiu, Tianzhen) projects have successively completed the planning and construction of infrastructure+industrial chain integration, Datong's data center in use and under construction is planned to invest 44.2 billion yuan in total, with a server scale of more than 3.5 million. The computing industry has entered a rapid development period, and the embryonic form of a computing center city is taking shape. Datong has obvious advantages in the development of computing power. In terms of climate, Datong has a cool climate and stable geology. It can use natural cooling sources for nearly 10 months each year, and under the same technological conditions, it can save energy by 30%. It is an ideal area for building big data and cloud computing industries; In terms of location, Datong is located at the junction of the Great Wall Golden Triangle cooperation in "Wudazhang" (Ulanqab, Datong, Zhangjiakou), 330 kilometers away from Beijing. It is a major energy city close to Beijing and the only city in Shanxi Province with dual routing backbone fiber optic dedicated lines; In terms of power grid, the Datong power grid has a strong backbone, rapid development of energy storage, and strong flexible regulation and supply capacity of the power grid; In terms of electricity prices, compared to cities with rapidly developing data industries in the surrounding areas, Datong's computing power enterprises have certain advantages in electricity prices. The average electricity price of Zoomlion from January to February 2024 is about 0.5 yuan/kWh. After the implementation of the strategic emerging industry incentive policy, the electricity cost of computing power enterprises will be further reduced. The aggregation of computing power is driving the upstream and downstream industries. Datong City is still making efforts to build, extend, supplement, and strengthen the industrial chain, using the "chain length system" and characteristic professional towns as the driving force to drive industrial transformation and upgrading, and forming a complete data center upstream and downstream industrial chain cluster supporting system. The upstream equipment manufacturing industry is gradually achieving results. It is reported that Datong has already implemented two major server production projects, Qinyun and Zhonglian Lianzhi. The Qinyun server production project has built two automated production lines with an annual production capacity of 300000 units. Recently, Qin Yunji has signed a cooperation agreement with China Great Wall Technology Group Co., Ltd. Great Wall will build 2 SMT SMT power supply production lines and 2 packaging production lines to Datong Server Factory, and jointly establish a joint venture to produce power supplies and Great Wall servers, with an expected output of 50000 to 100000 units per year; The Zhonglian Lianzhi Yanggao Server Intelligent Manufacturing Project is designed with an annual production capacity of 50000 units (general-purpose servers, AI computing servers), and production line equipment is currently being installed and debugged. The data service industry is also solidly advancing. It is reported that Datong has introduced and fostered 49 domestic well-known call tagging data enterprises, including JD, Tiktok, iFLYTEK, etc. It has also completed the construction of several large-scale workplaces such as Jinmao Building, Dongfengli Data Industry Service Base, JD Logistics, JD Technology Finance, etc. 10 counties and districts have achieved full coverage of the workplace, with a cumulative recruitment of more than 18000 people, training of more than 17000 people, and employment of more than 14000 people. The relevant person in charge of the Datong Municipal Bureau of Industry and Information Technology stated that it is necessary to fully leverage the agglomeration and brand effects of existing data centers. On the basis of expanding and strengthening existing data centers, the equipment manufacturing and data service industries upstream and downstream of the data centers should be the focus of introduction. The stable supply of new power energy is crucial for the development of green computing power. In the context of "dual carbon", promoting the green and low-carbon development of computing power has become an industry consensus. From an energy hub that transports coal and electricity, to a data service city that transports data and computing power, Datong is actively developing computing power and electricity, and actively promoting green electricity. At present, Datong is promoting the construction of three 2 × 1 million kilowatt coal power projects, namely Guodian Hudong, Jinkong Tongre Phase III, and middling coal, as well as a number of major energy projects, such as the Dahuai Line UHV transmission project and the 6 million kilowatt Jinbei New Energy Base. Taking the 6 million kilowatt Jinbei New Energy Base project as an example, the photovoltaic industry has developed on the land "scars" that were originally damaged by coal mining. After completion, this base can deliver 27 billion kilowatt hours of clean electricity annually to the Beijing Tianjin Hebei region. In addition, Datong also has abundant deep geothermal resources that can meet the energy storage needs of green power in data centers. At present, Datong is actively creating green power parks and low-carbon parks to attract more industrial projects. Taking the Zhonglian Green Big Data Industry Base as an example, the base has increased the promotion and application of new energy and energy-saving and consumption reducing technologies, carried out pilot demonstrations of "new energy+energy storage", accelerated the research and development and promotion of large capacity energy storage technologies, and accelerated the construction of a green and diversified energy supply system for data centers through renewable energy sources such as wind power and photovoltaics, achieving the goal of zero carbon green data centers.
