The Standing Committee of the National People's Congress recently launched a law enforcement inspection on the protection of the Yellow River, using governance forces to promote ecological protection and high-quality development in the Yellow River Basin. The Yellow River Protection Law was passed in October 2022 and will come into effect on April 1, 2023. The reporter learned from the first plenary session of the Yellow River Protection Law Enforcement Inspection Group of the Standing Committee of the National People's Congress held in Beijing on the 29th that this enforcement inspection will be carried out through a combination of routine inspection and random sampling. From June to September, the law enforcement inspection team will conduct on-site inspections in seven provinces (regions), including Shanxi, Shandong, Henan, Shaanxi, Qinghai, Gansu, and Ningxia. In conjunction with research on sand prevention and control, a symposium on the implementation of the Yellow River Protection Law will be held in Inner Mongolia, and preliminary research will be conducted in Sichuan Province to achieve full coverage of the Yellow River Basin in nine provinces (regions). In the law enforcement inspection, the inspection team will focus on five aspects of content: legal learning, publicity and popularization, and the formulation and revision of relevant plans, supporting regulations, and standards; The implementation of major legal systems such as ecological protection and restoration, water resource conservation and intensive utilization, water and sediment regulation and flood control safety, pollution prevention and control, promotion of high-quality development, and inheritance and promotion of Yellow River culture protection; The implementation of relevant safeguard and supervision measures; Environmental supervision, law enforcement, and judicial situation; The main problems and reasons in the implementation of the law, and suggestions for further promoting the implementation of the law. In November, the law enforcement inspection team will hold its second plenary meeting to summarize the work of law enforcement inspections and revise and improve the draft of the law enforcement inspection report. In December, the Standing Committee of the National People's Congress will listen to and review the report on the implementation of the Yellow River Protection Law and conduct special inquiries.
