From the perspective of internal conditions, the situation where key core technologies in some areas of China are subject to human constraints has not fundamentally changed, and the gap between urban and rural regional development and income distribution is still significant, which hinders high-quality economic and social development. From the perspective of work progress, some leading cadres lack sufficient understanding and habitually return to the old path of pursuing extensive expansion and inefficient development when encountering contradictions and difficulties in actual work; Some leading cadres have outdated concepts, claiming to promote high-quality development, but in reality, "old wine in new bottles"; Some leading cadres lack the ability to promote high-quality development in the face of new environments and challenges both domestically and internationally, and are unsure of how to do so. Since July last year, when conducting research in Sichuan, Heilongjiang, Zhejiang, Guangxi and other regions, I proposed to integrate scientific and technological innovation resources, lead the development of strategic emerging industries and future industries, and accelerate the formation of new quality productive forces. In mid December, at the Central Economic Work Conference, I proposed to promote industrial innovation through scientific and technological innovation, especially by using disruptive and cutting-edge technologies to stimulate new industries, models, and driving forces, and develop new quality productive forces. I propose the concept of new productive forces and the major task of developing new productive forces, mainly considering that productive forces are the fundamental driving force of human social development and the ultimate cause of all social and political changes. High quality development requires new productivity theories to guide, and new quality productivity has already formed and demonstrated strong driving and supporting forces for high-quality development in practice. We need to summarize and generalize from a theoretical perspective to guide new development practices. What is new quality productivity and how to develop it? I have been thinking and also noticed some research achievements in the academic community. In summary, new productive forces play a leading role in innovation, breaking away from traditional economic growth methods and development paths of productive forces. They possess high-tech, high-efficiency, and high-quality characteristics, and are in line with the advanced productive forces of the new development concept. It is born out of revolutionary technological breakthroughs, innovative allocation of production factors, and deep industrial transformation and upgrading. Its basic connotation is the leap of workers, labor materials, labor objects, and their optimized combinations, with a significant increase in total factor productivity as the core symbol. Its characteristic is innovation, the key is quality, and its essence is advanced productivity. The significant feature of new productive forces is innovation, which includes both technological and business model level innovation, as well as management and institutional level innovation. We must continue to focus on innovation and accelerate the development of new quality productivity. Firstly, vigorously promote technological innovation. New productive forces are mainly derived from revolutionary technological breakthroughs. Technological innovation can give birth to new industries, new models, and new driving forces, which are the core elements for developing new quality productive forces. This requires us to strengthen technological innovation, especially original and disruptive technological innovation, and accelerate the realization of high-level technological self-reliance and self-improvement. We must adhere to the "four orientations", strengthen the national strategic scientific and technological strength, and organize the promotion of original and fundamental research guided by strategy. Accelerate the innovation of green technology and the promotion and application of advanced green technologies, strengthen the green manufacturing industry, develop the green service industry, strengthen the green energy industry, develop green low-carbon industries and supply chains, and build a green low-carbon circular economy system. Continuously optimizing the economic policy toolbox to support green and low-carbon development, leveraging the driving role of green finance, and building an efficient ecological green industry cluster. At the same time, we vigorously promote green and healthy lifestyles throughout society. Fourthly, we will solidly promote institutional and mechanism innovation. The production relations must be in line with the requirements of the development of productive forces. The new productive forces require not only advanced planning and guidance from the government, scientific policy support, but also market mechanism regulation and continuous innovation from micro entities such as enterprises. Therefore, we need to deepen the reform of the economic and technological systems, focus on breaking through the bottlenecks that hinder the development of new quality productive forces, establish a high standard market system, innovate the allocation of production factors, and allow various advanced and high-quality production factors to flow smoothly towards the development of new quality productive forces. At the same time, we need to expand high-level opening up to the outside world and create a favorable international environment for the development of new quality productive forces.
