In the month of Weixia, everything flourishes. In the Fanghua Garden of Diaoyutai, the flags of China and Arab countries, as well as the flags of the Arab League, shine together.
Since the beginning of the new century, China Arab relations have continuously reached new heights. In December 2022, I went to Riyadh, Saudi Arabia to attend the first China Arab Summit. Both China and Arab countries agreed to make every effort to build a community with a shared future for the new era. China is willing to play a leading role in the summit strategy with Afghanistan and continue to promote the leapfrog development of China Arab relations. The second China Arab Summit will be held in China in 2026, which is believed to be another milestone in China Arab relations.
Both China and Arab countries shoulder the mission of achieving national rejuvenation and accelerating national construction. Building a community with a shared future between China and Arab countries demonstrates our common aspiration to open up a new era of China Arab relations and create a better world and new future. China is willing to work closely with the Arab side to build China Arab relations into a benchmark for maintaining world peace and stability, a model for high-quality joint construction of the "the Belt and Road", a model for harmonious coexistence of different civilizations, and a model for exploring the correct path of global governance.
China is willing to use this as a basis to build the "Five Major Cooperation Patterns" with Afghanistan and accelerate the construction of a community with a shared future between China and Afghanistan.
One is a more dynamic innovation driven pattern. China will jointly build 10 joint laboratories with Afghanistan in areas such as life and health, artificial intelligence, green and low-carbon, modern agriculture, and spatial information; Strengthen cooperation in the field of artificial intelligence, jointly promote the empowerment of the real economy by artificial intelligence, and promote the formation of a global artificial intelligence governance system with broad consensus; We will jointly establish a space debris joint observation center and a Beidou application cooperation and development center, and strengthen cooperation in manned spaceflight, civilian passenger aircraft, and other areas.
The second is a more large-scale investment and financial landscape. The Chinese side is willing to establish an Industry and Investment Cooperation Forum with the Arab side, support the strengthening of cooperation between financial institutions of both sides, welcome Arab banking institutions to join the RMB cross-border payment and settlement system, and deepen exchanges and cooperation in the field of central bank digital currency.
The third is a more three-dimensional energy cooperation pattern. China will further strengthen strategic cooperation in the oil and gas field with Afghanistan, and jointly carry out research and development of new energy technologies and equipment production. Support Chinese energy enterprises and financial institutions to participate in renewable energy projects in Arab countries.
The fourth is a more balanced pattern of economic and trade reciprocity. China will continue to actively promote the implementation of China Arab development cooperation projects, accelerate bilateral and regional free trade agreement negotiations, and promote the construction of dialogue mechanisms for e-commerce cooperation. China welcomes the active participation of Afghanistan in the China International Import Expo and is willing to expand the import of non energy products, especially agricultural and food products, from Afghanistan.
The fifth is a broader pattern of cultural exchange. China is willing to establish the "Global Civilization Initiative China Arab Center" with the Arab side, accelerate the construction of platforms such as think tank alliances, youth development forums, university alliances, and cultural and tourism cooperation research centers. The Chinese side will invite 200 political party leaders from Afghanistan to visit China every year, and strive to achieve 10 million tourists to visit each other in the next five years.
War cannot continue indefinitely, justice cannot be permanently absent, and the "two country plan" cannot be arbitrarily shaken. China firmly supports the establishment of an independent Palestinian state based on the 1967 borders, with East Jerusalem as its capital and full sovereignty. It also supports Palestine becoming an official member of the United Nations and convening larger scale, more authoritative, and more effective international peace conferences. China will continue to provide support and emergency humanitarian assistance for alleviating the humanitarian crisis in Gaza and post-war reconstruction.
China will continue to work with Arab friends to promote the spirit of friendship between China and Arab countries, unite and create the future together, and make the path of building a community with a shared future between China and Arab countries full of sunshine!
Bahrain's King Hamad, Egyptian President Cesi, Tunisian President Said, UAE President Mohammad, and Arab League Secretary General Gheit delivered speeches respectively. They all highly praised the positive achievements of cooperation between the two sides in various fields since the establishment of the China Arab Cooperation Forum 20 years ago, and expressed that further deepening comprehensive cooperation between the two sides is the common aspiration of the Afghan and Chinese people, which is conducive to promoting the establishment of a more fair and reasonable new international order. The Afghan side highly evaluates China's development achievements and experience, attaches great importance to China's important role in the current and future world, reiterates its firm adherence to the One China principle, supports China in safeguarding national sovereignty and territorial integrity, and is willing to further enhance the level of the comprehensive strategic partnership between Afghanistan and China with China, striving to build a community with a shared future for the new era.
The leaders highly appreciate China's fair and just stance on the Palestinian issue, and express their willingness to work closely with China to promote the easing of tension and humanitarian crisis in Gaza, achieve the independence of the Palestinian people, and promote the early comprehensive and just resolution of the Palestinian issue.
