Vice Chairman of the Standing Committee of the National People's Congress and Chairman of the Central Committee of the Communist Party of China, He Wei, and Secretary of the Party Group and President of the Supreme People's Court, Zhang Jun, attended the meeting and delivered speeches. The People's Court has always attached great importance to the judicial protection work in the Yellow River Basin. Since the 18th National Congress of the Communist Party of China, the Supreme People's Court has organized three meetings to promote the trial work in the Yellow River Basin, formulated 14 judicial interpretations on environmental resources such as punitive damages for ecological environment infringement, issued 15 normative documents such as opinions on the implementation of the Yellow River Protection Law, issued 15 special guidance cases on basin protection, and carried out special law enforcement actions on Yellow River ecological protection with relevant departments, guiding local courts to accurately apply ecological environment and resource protection laws and regulations, including the Yellow River Protection Law, in accordance with the law. In the past year since the implementation of the Yellow River Protection Law, the courts of the nine provinces and districts along the Yellow River have been based on the judicial characteristics of the basin's coordinated protection of mountains and rivers, actively performing their duties in accordance with the law, and resolving 74000 first instance environmental resource cases, actively serving to ensure the ecological protection and high-quality development of the Yellow River Basin. Judicial work, as an important component of the legal construction of ecological protection in the Yellow River Basin, plays an indispensable and crucial role. Further strengthen the rule of law in water management and comprehensively promote the era of good law and governance in the protection of the Yellow River. Further implement the strictest protection measures and effectively use the power of the judiciary to build a legal dam for the beautiful and peaceful Yellow River. Zhang Jun pointed out that providing judicial services for ecological protection and high-quality development in the Yellow River Basin is a political responsibility to practice the "two safeguards", a legal responsibility to promote good law and good governance, and a judicial responsibility to strictly and impartially administer justice. We must adhere to active performance of our duties, find a balance between high-level protection and high-quality development, and implement the requirements of the Yellow River Protection Law on "comprehensive governance, systematic governance, and source governance" by focusing on the front line and preventing diseases. We must adhere to collaborative governance, fully leverage the judicial cooperation mechanism of the courts in the nine provinces and regions along the Yellow River, strengthen cooperation with public security, procuratorial, administrative law enforcement and other departments, and promote large-scale protection and governance through regular and long-term coordination and linkage. We must adhere to reform and innovation, deepen the concept innovation, system reform, and team building of environmental resource trials, promote the integration of criminal, civil, and administrative trials of environmental resources from "physical" aggregation to "chemical" integration, and achieve a "1+1+1 gt; 3" governance effect. Yang Linping, member of the Supreme Party Group and Vice President, presided over the meeting. Wang Xingning, member of the Standing Committee of the Shaanxi Provincial Party Committee and Secretary of the Provincial Commission for Discipline Inspection, delivered a speech. Key officials from the National Development and Reform Commission, Ministry of Ecology and Environment, Ministry of Water Resources, and Ministry of Culture and Tourism delivered keynote speeches. Han Deyang, Secretary of the Party Group and President of Shaanxi High Court, Zhang Zejun, Secretary of the Party Group and President of Qinghai High Court, and Feng Jun, Secretary of the Party Group and President of Shanxi High Court, have successively exchanged experiences. Sichuan, Gansu, Ningxia, Inner Mongolia, Henan, Shandong and other provinces and regions in the Yellow River Basin submitted written materials for experience exchange. National People's Congress deputies Ma Huiling, Fang Lan, and Zhu Xiaoli, as well as National Committee member Gao Jie of the Chinese People's Political Consultative Conference, delivered exchange speeches and put forward opinions and suggestions on ecological protection and high-quality development in the Yellow River Basin. During the meeting, He Wei and Zhang Jun held work talks with Zhao Yide, Secretary of the Shaanxi Provincial Party Committee and Chairman of the Standing Committee of the Provincial People's Congress, and Zhao Gang, Deputy Secretary of the Provincial Party Committee and Governor. Fan Weibin, Vice Chairman of the Standing Committee of the Shaanxi Provincial People's Congress and Secretary of the Weinan Municipal Party Committee, attended the meeting. Officials from relevant units of central and state organs, the Supreme People's Court and the courts of nine provinces and regions in the Yellow River Basin, officials from relevant units in Shaanxi Province and Weinan City, and some news media reporters attended the meeting.
