Jointly promoting the construction of four types of airports
2024-05-30
"At present, China's civil airports have achieved certain results in coordinating safe operations and resuming development." At the 5th China Airport Development Conference recently held, Sun Defu, Deputy Secretary General of the China Civil Airports Association, stated that with the continued stable growth of domestic civil aviation passenger transportation, in 2023, transportation airports completed a passenger throughput of 1259.766 million, an increase of 142.2% compared to the previous year; Completed a cargo and mail throughput of 16.833 million tons, an increase of 15.8% compared to the previous year; 11.78 million aircraft took off and landed, an increase of 63.7% compared to the previous year. In addition, the construction of world-class airport clusters in the Beijing Tianjin Hebei, Yangtze River Delta, Guangdong Hong Kong Macao, and Chengdu Chongqing regions continues to advance. Major airports have increased the number of bridge flights by 150000, benefiting 22.39 million passengers, and the average bridge occupancy rate has increased by 3.41 percentage points, with continuous improvement in service quality. Currently, the Civil Aviation Administration of China has officially issued the "Action Plan for Promoting the Construction of Type 4 Airports (2020-2035)" (hereinafter referred to as the "Plan"), which is a leading document guiding the construction of Type 4 airports in the current and future periods. According to the Outline, by 2035, benchmark airports will lead the world in airport development, comprehensively building four types of airports that are safe, efficient, green, environmentally friendly, intelligent, convenient, and harmonious, providing important support for building a strong civil aviation country in all aspects. In the past five years, the number of incidents and symptoms at transportation airports across the country has shown a significant downward trend. In 2023, a total of 409 incidents were reported at transportation airports across the country, a decrease of 22.7%; Since the beginning of this year, a total of 110 incidents have been reported at airports across the country, a year-on-year decrease of 28, with a decrease of 20% Qiu Xu, Director of the Safety Management Service Center of the China Civil Airports Association, stated that the next step should be to strengthen the responsibility of airport operation safety management, strengthen the improvement and implementation of regulations and standards, strengthen core risk control of airport operation, effectively improve airport emergency response capabilities, standardize and promote the application of new technologies in airports, and continuously improve the efficiency of airport safety supervision. Green development is a fundamental characteristic of the development of the civil aviation industry. "Low carbon and pollution prevention and control will be one of the future development focuses of aviation transportation, and also a key content of green airport environmental governance." Yu Jian, Dean of the Civil Aviation Management Cadre College of China, said that currently, through real-time online monitoring and evaluation, the impact of aircraft emissions on the environment in airspace can be tracked and evaluated, ensuring the authenticity and effectiveness of the evaluation results. In the future, airports will also combine artificial intelligence technology to utilize big data on energy consumption, environment, and operations for intelligent decision-making, in order to assist airports in achieving green and sustainable development. Smart civil aviation has become a fundamental quality for the development of the civil aviation industry. To build a smart airport, it is necessary to comprehensively use big data, Internet and other information technologies, and constantly improve the convenience experience of civil aviation passenger airport travel. "The application of digital technology in airport construction not only requires policy guidance and support, but also requires airport construction parties to provide project verification opportunities and platforms." Jiang Changshan, Chief Engineer of the Civil Aviation Airport Planning and Design Institute and National Engineering Survey and Design Master, said that although digital technology has been widely used in the field of engineering construction, the technical system is not yet mature, the application lacks data precipitation and sharing, and there are shortcomings in the research of data basic standards. The digital transformation of airport design will be a long-term and continuous iterative system engineering that requires joint efforts from all parties to promote. Building a humanistic airport is an essential aspect of the development of the civil aviation industry. At this conference, the China Payment and Clearing Association, the China Air Transport Association, and the China Civil Airports Association jointly issued a proposal to financial institutions, airlines, and civil airports to further enhance the convenience level of payment services for foreign nationals and elderly people in the airport area. Three associations jointly propose to leverage the joint efforts of all parties to accurately implement convenient payment services in key scenarios. By fully utilizing the facial tracking trajectory query system, it can effectively help non boarding passengers find boarding gates, elevate the quality of civil aviation services, and take an important step towards the construction of smart airports. Cao Tong, a staff member of the Ground Service Department at Nanjing Lukou International Airport, stated that the airport's facial tracking trajectory query system can effectively search for passengers who have not boarded the plane through facial recognition and data positioning analysis, providing passengers with a more convenient, intelligent, and precise service experience, which has received praise from airlines and passengers. The Provisional Regulations on Flight Management of Unmanned Aerial Vehicles have been officially implemented since this year, but there is no separate explanation or clear provision on the relevant content of takeoff and landing infrastructure. At the current China Airport Development Conference, the China Civil Airports Association released the group standard "Technical Requirements for Electric Vertical Takeoff and Landing Aircraft (eVTOL) Takeoff and Landing Fields". As the first technical specification for eVTOL takeoff and landing areas in China, the entire text consists of 11 chapters that provide clear explanations of the physical characteristics, obstacle limitations, site selection, structural design, specialized facilities and equipment, and many other technical parameters of electric vertical takeoff and landing aircraft takeoff and landing areas.
