The Guangdong Provincial Fire Rescue Brigade, together with the Hong Kong Fire Department and the Macau Fire Department, held the "Liancheng 2024" Guangdong Hong Kong Macao Greater Bay Area earthquake rescue joint drill in Jiangmen, Guangdong from May 27th to 29th. The fire departments of Guangdong, Hong Kong, and Macao dispatched 64 fire trucks, 4 search and rescue dogs, 1 helicopter, and 245 firefighters to participate in this drill. Exercise site. According to the introduction, this drill assumes that a 6.2 magnitude earthquake will occur in a certain area, causing severe damage, building collapse, and a large number of people being buried. The Guangdong Provincial Fire Rescue Brigade immediately launched a response, dispatching rescue forces to rush to the scene for rescue. The Guangdong Provincial Fire Rescue Brigade's full-time command headquarters dispatched rescue personnel, vehicles, and equipment according to the Guangdong Hong Kong Macao tripartite cooperation framework agreement, and implemented cross-border reinforcement through the "green channel". The Guangdong Provincial Fire Rescue Brigade stated that this joint exercise is the historic first cross-border joint exercise of professional earthquake rescue forces from Guangdong, Hong Kong, and Macao. The drill consists of 11 subjects, including high-altitude rescue of urban buildings, T-shaped rescue of mountain ropes, rescue of building collapse and demolition, search and rescue of life in complex areas, rescue of confined spaces underground, helicopter material delivery and transportation of injured personnel. At the same time, during the drill, the entire chain was set up with mechanisms to initiate, information sharing, communication, disaster consultation, joint command, collaborative rescue, and integrated support; Set up guidance and tracking throughout the entire process, conduct on-site evaluation of referees, organize technical exchanges and evaluate rescue strategies during breaks; The comprehensive and collaborative joint exercise, which integrates response, information, command, rescue, and support, includes all elements of combat command, coordination and liaison, combat safety, guidance and evaluation, communication, political work, propaganda, and combat support. The mixed operations, collaborative operations, and resource sharing of the three fire departments have achieved a deep integration of people, vehicles, and equipment. At the drill site, during the high-altitude rope "T-shaped" rescue in the mountains, it was simulated that there were people trapped in the ruins of buildings in the valley. Rescue personnel used rope anchor points on both sides of the buildings to create a T-shaped system and carry out the rescue. In the rescue of building collapse and demolition, multiple people were trapped in the simulated inclined collapse of the building, and rescue personnel carried out the rescue. The Guangdong Provincial Fire Rescue Brigade stated that this drill has achieved the expected goals of synchronous response, rapid clearance, joint consultation, collaborative command, and integrated combat support among the fire departments of Guangdong, Hong Kong, and Macao. It has greatly improved the emergency rescue capabilities of the three rescue teams, promoted the exchange and mutual learning of technical skills and tactical tactics, and laid a solid foundation for further improving the collaborative combat mechanism of the three fire departments in the future.
