On the afternoon of May 27th, the Political Bureau of the Central Committee of the Communist Party of China held its 14th collective study on promoting high-quality and full employment. We should adhere to the people centered development philosophy, fully implement the policies of independent employment of workers, market regulation of employment, government promotion of employment and encouragement of entrepreneurship, continue to promote the effective improvement of employment quality and reasonable growth of employment quantity, constantly enhance the sense of gain, happiness and security of workers, and provide strong support for comprehensively promoting the construction of a powerful country and national rejuvenation with Chinese path to modernization.
Researcher Mo Rong, President of the Chinese Academy of Labor and Social Security Sciences, gave an explanation on this issue and put forward work suggestions. Comrades from the Central Political Bureau carefully listened to the explanation and had discussions.
He pointed out that employment is the most basic livelihood, which is related to the vital interests of the people, the healthy development of the economy and society, and the long-term stability of the country. Since the 18th National Congress of the Communist Party of China, the Party Central Committee has consistently placed employment work in a prominent position in governance, strengthened employment priority policies, improved employment promotion mechanisms, and effectively responded to various pressures and challenges. The average annual increase in urban employment is 13 million, providing important support for improving people's livelihoods and economic development. In practice, we have continuously deepened our understanding of the laws of employment in the new era and accumulated a lot of experience. Mainly including: adhering to employment as the foundation of people's livelihood; Adhere to the implementation of the employment priority strategy; Persist in relying on development to promote employment; Adhere to the combination of expanding employment capacity and improving employment quality; Persist in highlighting and focusing on employment for key groups; Persist in entrepreneurship to drive employment; Persist in creating a fair employment environment; Persist in building harmonious labor relations, and so on. These experiences are very valuable, and we need to persist in them for a long time and continuously enrich and develop them.
Developing new productive forces according to local conditions, transforming and upgrading traditional industries, cultivating and strengthening emerging industries, laying out and constructing future industries, improving modern industrial systems, and striving to create more high-quality employment opportunities. Support the development of industries and enterprises with strong employment capacity, and stabilize and expand employment capacity. Improve the supply and demand docking mechanism, strive to achieve job fit, employ talents to the best of their abilities, and enhance the quality and stability of employment. Strengthen publicity and education, guide the whole society to firmly establish a correct concept of employment, and open up a new Xintiandi of employment with a new concept of job selection. Thoroughly analyze the reasons for employment gaps in some industries, starting with solving the problem of "there is work but no one to do" and solving the problem of "there are people but no work to do".
We will prioritize the employment of young people such as college graduates, develop more job opportunities that are conducive to leveraging their strengths, encourage young people to engage in key areas, industries, urban and rural grassroots, and small and medium-sized enterprises for employment and entrepreneurship, and broaden market-oriented and socialized employment channels. Combining the promotion of new urbanization and the comprehensive revitalization of rural areas, we will adhere to the equal emphasis on employment in both rural areas and local areas, take multiple measures to promote the employment of migrant workers, and guide talents from outside to return to their hometowns and urban talents to start businesses in rural areas. Stabilize the scale and income of poverty alleviation workers, and prevent large-scale poverty return due to unemployment. Strengthen assistance to elderly, disabled, and long-term unemployed groups facing employment difficulties, coordinate the use of public welfare positions, and ensure the dynamic clearance of zero employment families.
