Li Qiang Attends the 9th China Japan South Korea Leaders Meeting

Li Qiang stated that this year marks the 25th anniversary of the establishment of the China Japan South Korea cooperation mechanism. At a new starting point, China, Japan, and South Korea must adhere to the original intention of cooperation, adhere to openness, inclusiveness, mutual respect and trust, mutual benefit, and exchange and learning, jointly promote the revitalization and acceleration of cooperation between China, Japan, and South Korea, and embark on a new journey of comprehensive development, making greater contributions to regional prosperity and stability.
Li Qiang proposed five suggestions for deepening cooperation between China, Japan, and South Korea: firstly, promote the comprehensive resumption of cooperation, respect each other's core interests and major concerns, fully activate the existing cooperation stock, steadily cultivate increment, and form bilateral relations and promote cooperation among the three countries. The second is to deepen economic and trade connectivity, maintain stable and smooth industrial and supply chains, and resume and complete negotiations on the China Japan South Korea Free Trade Agreement as soon as possible. The third is to lead technological innovation cooperation, strengthen collaborative innovation and cooperation in cutting-edge fields. China will establish a "China Japan South Korea Innovation Cooperation Center" in China to assist the three countries in accelerating the cultivation of new energy. The fourth is to tighten the ties of cultural exchanges, taking the holding of the China Japan South Korea Cultural Exchange Year as an opportunity to promote the three peoples to achieve a transition from "neighboring" to "heart to heart". The fifth is to strive for sustainable development, strengthen exchanges and cooperation in areas such as low-carbon transformation, climate change, aging, and responding to epidemics, and explore and carry out more "China Japan South Korea+X" cooperation projects.
Li Qiang pointed out that the current situation on the Korean Peninsula remains tense, and all parties should play a constructive role in easing the situation, restarting dialogue as soon as possible, advancing the political resolution process of the Korean Peninsula issue, and maintaining regional peace and stability. China, Japan, and South Korea should make good use of their respective development advantages, actively connect with the needs of ASEAN and other regional countries, and create new engines of regional cooperation. We need to work together to boost the momentum of cooperation between ASEAN and China, Japan, and South Korea (10+3). China is willing to actively promote the construction of a community with a shared future for mankind with South Korea and Japan, and work together to maintain long-term stability in the region and the world.
The leaders of South Korea and Japan stated that the resumption of cooperation between South Korea, Japan, and China after more than four years is of great significance. We hope that this leadership meeting will serve as a new starting point for the three countries to maintain stability and continuity of cooperation, continuously deepen cooperation in six major areas including humanities, sustainable development, economy and trade, public health, science and technology, and disaster relief. We will restart negotiations on the South Korea Japan China Free Trade Agreement, jointly promote regional cooperation in East Asia, work together to address global issues such as climate change, promote stable development of South Korea Japan China relations, better benefit the people of the three countries, and make greater contributions to achieving world peace and prosperity.
After the meeting, the leaders of the three countries jointly met with reporters.
Li Qiang stated that in the face of new challenges and opportunities, China Japan South Korea cooperation should demonstrate new responsibilities and achievements. China is willing to take this leadership meeting as an opportunity to work together with South Korea and Japan to promote stable and far-reaching cooperation between China, Japan, and South Korea.
The three parties have issued the Joint Declaration of the 9th China Japan South Korea Leaders' Meeting, the Joint Statement on the Ten Year Vision of China Japan South Korea Intellectual Property Cooperation, and the Joint Statement on Future Pandemic Prevention, Preparedness, and Response. They unanimously agree to work towards implementing the Vision for the Next Ten Year of China Japan South Korea Cooperation adopted at the 8th Leaders' Meeting, promoting the institutionalization of China Japan South Korea cooperation, maintaining close communication and cooperation within ASEAN, China Japan South Korea, and other multilateral frameworks, and jointly maintaining world peace, stability, development, and prosperity. The three parties agree to designate 2025-2026 as the Year of Cultural Exchange between China, Japan, and South Korea.
