What Wang Xiangyu said was precisely the difficult and blocking issues previously reported by Haixing Logistics Company. Previously, the General Administration of Customs issued a notice on the requirements for the acceptance of imported cement, allowing import enterprises to entrust qualified acceptance agencies to conduct inspections on imported cement. By moving the inspection process forward through overseas credit agencies, customs can comprehensively use various qualification assessment methods such as risk assessment and compliance verification to release customs clearance while ensuring safety. However, after submitting a filing application from a third-party inspection agency for imported cement to the General Administration of Customs, Haixing Logistics Company failed the review, making it unable to enjoy the benefits of the free trade port policy. The key is to implement good policies effectively. "Haixing Logistics Company is an enterprise included in the policy expansion pilot during the pressure testing process of customs clearance operations. Through on-site investigation, we believe that it has the conditions to enjoy this policy, but there is no precedent for it to be implemented after the announcement is issued. The business also involves multiple departments, so we reported the relevant situation to the Provincial Commission for Discipline Inspection and Supervision. Feng Jianduo introduced that the Provincial Commission for Discipline Inspection and Supervision selected personnel from the Sixth Supervision Office and the Danzhou Municipal Commission for Discipline Inspection and Supervision to form a special team, actively supervise and follow up on the performance of various functional departments, urging them to guide the enterprise in completing the relevant work links such as ordering, loading, transportation, sampling, inspection, and credit collection, and focused on connecting the first order business." In the end, the 3700 tons of cement imported by Haixing Logistics Company were successfully cleared and released through customs, marking the landing of the first national shipment of imported cement by third-party inspection and acceptance in Yangpu. This also means that cement imported from Yangpu Port will enter the market circulation field at a faster speed and lower cost, supporting the construction of key projects in Hainan Free Trade Port. "The first ship and first order not only bring benefits to enterprises, but also provide experience for us to supervise and promote policy implementation." Feng Jianduo told reporters that this month, under the promotion of the special supervision working group, the "enter the enterprise first, test later" policy was implemented. The policy pilot enterprise Hainan Xiangliang Feed Company signed a warehouse lease agreement with Hengfeng Noodle Industry. The first foreign trade order is about to arrive at Nansha Port in Guangzhou, and it is expected to be transported to Yangpu in early June. In addition, policies such as "bonded maintenance" and "bonded remanufacturing" are continuously being promoted and implemented.
