Significant heavy rainfall in major wheat producing areas such as Henan, Anhui, and Jiangsu may increase the difficulty of wheat harvesting and have adverse effects on grain drying. Various regions should strengthen the organization and scheduling of cross regional machine harvesting, fully leverage the role of agricultural socialized service organizations, and provide agricultural operation services such as emergency harvesting and planting, drought and flood resistance, grain transportation, drying and storage, to ensure full and fast collection of summer grain receivables, coordinate and do a good job in summer grain field management and summer sowing preparation, and reduce the impact of natural disasters. Carefully carry out summer harvest work, and also ensure the collection and storage of summer grain. The relevant departments expect to purchase around 70 million tons of summer grain this year, a slight increase from last year, including around 63 million tons of wheat. From the preparation of summer grain collection and storage in various regions, it can be seen that the warehouse capacity is sufficient, the acquisition funds are in place, logistics and transportation are smooth, and the market order is good. "Some people collect grain, there is money to collect grain, there are warehouses to collect grain, and there are vehicles to transport grain," laying a good foundation for ensuring the smooth implementation of summer grain procurement. The purchase of summer grain should adhere to the market-oriented concept and actively guide enterprises engaged in the purchase, processing, and trade of various types of grain to carry out market-oriented purchases, ensuring that good grain is sold at a good price. At the same time, we will carry out policy based acquisitions, reasonably grasp the timing, pace, and intensity of government reserve collection and storage rotation at all levels, play a positive role in leading acquisitions and boosting the market, and maintain the stable operation of the grain market. Give full play to the role of purchasing at the lowest purchase price as a bottom line, hold onto the bottom line that farmers can sell their crops, and ensure that farmers can earn money from planting crops. Whether summer grain can be sold at a good price, and whether farmers can obtain good returns from grain cultivation, the key is to develop the food processing industry. Each region should leverage its advantages in agricultural resources and industrial manufacturing, leverage the role of leading enterprises, and optimize and strengthen the characteristic food industry. In the short term, this move can improve the ability of on-site processing and transformation of grain, effectively alleviating the difficulty of farmers in selling grain; In the long run, developing the grain processing industry can drive the linkage and integrated development of the entire grain industry chain, improve quality, establish a brand, and promote the transformation of main production areas from "selling raw grains" to "selling products" and "selling brands", from "big granaries" to "big kitchens", and from "a major grain province" to "a strong grain province". Encourage and guide all parties to establish a "leading enterprise+cooperative+farmer" interest linkage mechanism, cultivate and strengthen new types of agricultural management entities, develop various forms of moderate scale operations, drive farmers to increase income and become prosperous, improve the quality and efficiency of agricultural development, and provide support for promoting comprehensive rural revitalization. The grain industry is a weak industry that often bears the dual risks of natural disasters and market fluctuations, and requires continuous policy support. The policy of supporting grain production by the state will only be strengthened, not weakened. Each region should seize the two key points of farmland and seeds, transform more eligible farmland into high standard farmland, accelerate the innovation of seed industry technology, cultivate more high-quality seeds, and ensure national food security from the source.
