Since the 18th National Congress of the Communist Party of China, significant achievements have been made in the development of China's marine economy, which has played an important role in stabilizing growth, adjusting structure, and benefiting people's livelihoods. The transformation and upgrading of traditional marine industries are accelerating. More than 300 marine ranches have been built nationwide, including 169 national level demonstration zones for marine ranches. The water body for deep-sea aquaculture is 43.98 million cubic meters, with a production capacity of 393000 tons, which is 3.3 times and 2.4 times higher than the initial stage of the 13th Five Year Plan, respectively. The construction scale of "blue granaries" continues to expand. The development momentum of marine emerging industries is improving. The manufacturing of marine engineering equipment ranks among the top in the world. The world's first 100000 ton smart fishery large-scale breeding factory ship, "Guoxin No. 1", has been built independently. The self-developed "Blue Whale No. 1" has completed the world's first pilot mining of combustible ice. The self-developed marine drugs account for nearly 30% of the global listed categories, and the world's largest marine microbial resource repository has been built. The Central Committee of the Communist Party of China has successively introduced a series of major policy measures around the development of the marine economy. The promulgation of the Law of the People's Republic of China on Exploration and Development of Deep Sea Subsea Resources has become an important code of conduct for Chinese citizens, legal persons, or other organizations engaged in exploration and development activities of deep sea seabed resources, laying a solid foundation for China's profound maritime governance. In order to further promote global maritime economic cooperation, the "the Belt and Road Initiative for Maritime Cooperation" was issued, which received positive responses from many countries. Intergovernmental documents were signed with the EU and other countries on the establishment of a "blue partnership". The concept of a community of shared future in the sea has been translated into many vivid practices. It should also be noted that in the context of economic downturn pressure and the severe and complex international situation, the growth rate of China's marine economy is gradually slowing down. The development of the marine economy still faces prominent problems such as resource and environmental constraints, key common technology bottlenecks, the marine industry being large but not strong, and aging supply factors. In this regard, it is urgent to actively cultivate and develop new quality productive forces, accelerate the transformation of new and old driving forces in the marine economy, and make greater contributions to the high-quality promotion of the construction of a maritime power. Optimize the pattern of marine development and expand the development space of new marine productivity. Comprehensively promote the three-dimensional and layered development of sea areas, accelerate the formulation and formation of a standard system, and clarify the management system for the entire process from three-dimensional and layered rights establishment, sea use approval and registration, to intensive development and utilization. Expand the space for deep and distant sea development and utilization, guide coastal areas to incorporate deep and distant sea development and utilization into national spatial planning, and actively explore more diverse sea use models such as deep-sea wind power while supporting deep and distant sea aquaculture and marine ranching. Resolve idle and inefficient sea use, establish investigation and storage mechanisms for idle sea use, release marine spatial resources, improve the supervision mechanism for the entire process of marine use, and timely eliminate inefficient sea use. Accelerate innovation in marine technology and cultivate growth momentum for new marine productivity. To promote the transformation and upgrading of traditional marine industries in the direction of greening and intelligence, increase investment in technological transformation, strengthen the deep integration of green technology, information technology and traditional marine industries, and promote the transformation of marine fisheries into deep-sea, intensive, and high-end industries. By cultivating enterprises to strengthen emerging marine industries, implementing the action plan to cultivate and support high-tech leading enterprises in the sea, cultivating specialized, refined, and innovative small and medium-sized enterprises that master key core technologies, and guiding leading enterprises to achieve complementary advantages and coordinated development with small and medium-sized enterprises. Guided by the development of information intelligence, we actively cultivate the modern marine service industry and deeply integrate it with advanced marine manufacturing, focusing on technologies such as optical communication to create a marine information service industry chain. Accelerate the empowerment of digital oceans and activate the business model of new marine productivity. Build a national ocean big data comprehensive service platform, create a three-dimensional observation network covering global sea and atmosphere, deep-sea bodies, and seabed, and enhance information service decision-making capabilities. Accelerate the industrialization of smart ocean and the development of intelligent ocean industry, formulate medium - and long-term plans for the development of ocean information industry, cultivate and develop professional parks for ocean Internet of Things, and enhance the level of intelligent ocean industry. Establish a pilot demonstration zone for digital ocean construction, and encourage the exploration of replicable and promotable model experiences in coastal areas with good digital construction foundations, combining local advantages in the marine industry.
