He said that Hong Kong is making every effort to develop into an international post-secondary education hub, and will increase the number of "the Belt and Road" scholarships from the next academic year. He welcomed more Malaysian students to come to Hong Kong to study and deepen youth exchanges. Li Jiachao stated that Hong Kong and Malaysia have always had close trade relations, with a bilateral trade volume of 23.9 billion US dollars in goods in 2023. Malaysia is Hong Kong's ninth largest global trading partner. He expressed gratitude to Malaysia for consistently supporting Hong Kong's early accession to the Regional Comprehensive Economic Partnership Agreement, making greater contributions to regional cooperation. Li Jiachao said that "grabbing and retaining talents" is one of the key policies of the current SAR government, and the "High end Talent Passport Program" welcomes graduates from the world's top 100 universities, including the University of Malaya, to come to Hong Kong for development. The SAR government will continue to maintain close cooperation with Malaysia to promote talent exchange in fields such as healthcare and vocational training. Li Jiachao stated that this year marks the 50th anniversary of the establishment of diplomatic relations between China and Malaysia.
