In recent years, with the prosperity of China's cultural industry and the rapid development of the cultural industry, the construction of cultural facilities has achieved fruitful results. Museums, art galleries, science and technology museums, libraries, cultural and creative parks, cultural blocks, cultural auditoriums, party and mass service centers, and other public spaces with the mission of cultural inheritance and development have sprung up like mushrooms after rain, including the highly anticipated "internet celebrity check-in spots". However, "internet celebrities" may become outdated, "check-in" may become a breeze, and once the novelty passes, the "new museum effect" with few visitors seems to have become a curse that many public cultural spaces in many places find difficult to break through. The pain points of insufficient resource aggregation, unclear cultural identification, weak subject collaboration, and weak industry linkage directly expose the reality of "easy construction and difficult operation" of cultural venues. A systematic and in-depth cultural system reform is about to emerge, demonstrating a certain degree of urgency and necessity. Gathering popularity and adding vitality to cultural undertakings and industries. From the perspective of public cultural space, various regions use public welfare venues, commercial industries, and other forms at different levels such as provinces, cities, towns, and communities to fully enhance the cultural atmosphere. In Shanghai, the 2018 National Most Beautiful Public Cultural Space Competition was pioneered. By exploring exemplary cases of "beauty", "good", and "new", public cultural spaces were promoted to "high quality, strong aesthetic sense, and good experience". As a result, the Pudong New Area Mass Culture and Art Museum continuously introduced various large-scale performances, achieving professional performances in the Yangtze River Delta and even across the country every Friday and Saturday; The outdoor art square is designed as a civic stage, where teams from various streets and towns take turns performing on Saturdays and afternoons to showcase to the public. Emphasize cultural spirit and accumulate cultural heritage for cultural undertakings and industries. Historical and cultural resources are one of the carriers of public cultural spaces. Based on local historical and cultural resources, various regions have integrated regional culture and modern civilization, and explored the establishment of many cultural spaces with cultural atmosphere. Taking Southwest Associated University Pioneer Bookstore as an example, it is located on the east side of Nanhu Park in Mengzi City, Yunnan Province, adjacent to the lake. It is a cultural landmark with unique characteristics of Southwest Associated University and a historical landscape of the Red River. The bookstore integrates functions such as book reading, leisure services, and cultural activities according to its spatial layout, activating tourism resources in the birthplace of the spirit of Southwest Associated University, promoting the construction of the Nanhu Historical and Cultural Block project, and making it a brand new public cultural living room. In addition, revitalizing and utilizing excellent historical buildings is becoming a conscious trend. For example, the Fujian Intangible Cultural Heritage Expo Park is located in the Ye Family Residence in the Sanfang Qixiang Historical and Cultural Block of Fuzhou City, which has a history of more than 300 years. The exhibition of intangible cultural heritage in it complements and complements the historical buildings. Integration points out a new direction for cultural system reform. To comprehensively deepen reform, we need to focus on system integration, highlight key areas, and prioritize reform effectiveness. In the reform of the cultural system, emphasizing system integration means implementing the "integration" of construction and operation. Taking the Zhijiang Cultural Center as an example, its core is to optimize the reform common divisor, use the "division" thinking, increase the denominator of resource intensification, reduce the numerator of cost conventions, and introduce "integrated" operation into market mechanisms and socialized operations, thus achieving the result that "4+1" is more effective than "4+4". Focusing on highlighting the key points is to enrich the connotation of "cultural atmosphere". For cultural construction, maintaining integrity is the key to not losing oneself or direction, and innovation is the key to grasping and leading the times. It is necessary to closely combine historical and cultural inheritance with high-tech innovation and high-quality development, and promote the creative transformation and innovative development of excellent traditional culture in China. Focusing on the effectiveness of reform, we need to address both the regional differences of "sufficient or insufficient" and the supply-demand contradiction of "good or bad".
