The National Conference of Directors of the Financial Office of Local Party Committees was held in Beijing on May 21st. Li Qiang, member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee, Premier of the State Council, and Director of the Central Financial Commission, recently issued important instructions on doing a good job in local financial work. Financial relations are related to the overall development of the economy and society. We must deeply study and implement the spirit of the Central Financial Work Conference, adhere to the centralized and unified leadership of the Party Central Committee over financial work, and firmly follow the path of financial development with Chinese characteristics. We must adhere to the fundamental purpose of providing financial services to the real economy, do a good job in the "five major articles" of finance, coordinate financial openness and security, and accelerate the construction of a modern financial system with Chinese characteristics. We must complete the task of reforming the local financial management system as scheduled, accelerate the formation of a joint effort between the central and local governments, strengthen the daily supervision of local financial institutions, firmly hold the bottom line of preventing systemic financial risks, and use high-quality financial development to support the construction of a strong country and the great cause of national rejuvenation. We must face the risks and hidden dangers in the financial sector, follow the main line of risk prevention, strong supervision, and development promotion, emphasize strategic methods, adhere to seeking truth from facts and adapting to local conditions, and solidly do a good job in key work in the financial sector. At present, we need to coordinate the strict prevention and control of interwoven risks such as real estate risks, local government debt risks, and local small and medium-sized financial institutions, and crack down on illegal financial activities. We need to comprehensively strengthen the supervision of local financial organizations and collaborate to strengthen the supervision of small and medium-sized financial institutions. We need to identify the entry point and focus of financial support for the real economy, increase support for major strategies, key areas, and weak links, focus on promoting high-quality economic and social development, and achieve high-quality financial development in this process.
