The Notice clearly states that within about five years, efforts will be made to cultivate and construct 30 science and technology branches and 90 science and technology characteristic branches in Shanghai, achieving full coverage of important science and technology innovation carrying areas, functional areas, and industrial parks in Shanghai. The Notice on Exploring Mechanism and Model Innovation clarifies that the gradient cultivation of Shanghai Banking Science and Technology Branch refers to the establishment of a professional institutional system for science and technology finance, consisting of two levels: technology branches recognized by regulatory authorities and holding financial licenses, and technology characteristic branches (including light branches) independently determined by banking institutions. Qualified technology characteristic branches can apply to the Shanghai Regulatory Bureau for inclusion in the management system of technology branches. The inclusion of technology branch management includes two forms: one is to transform into a technology branch based on a comprehensive management branch or a single operating branch; Secondly, in technology parks and carrying areas with insufficient financial services, those that meet the requirements of relevant newly established institutions can apply to be included in the management of technology branches while establishing new business outlets. The Notice shows that after the establishment of the Science and Technology Branch, the construction of various mechanisms and business development will be centered on the "four modernizations" operation, and will play a leading and exemplary role in the field of science and technology finance in Shanghai, namely specialized operation, distinctive development, systematic operation, and brand management. Specifically, the technology branch will be equipped with a professional technology finance team, encouraging the formation of specialized research teams and conducting regular industry research; We will further explore innovative implementation mechanisms and models, encourage the establishment of exclusive evaluation standards for technology finance business, and support the coordinated development of Shanghai's key technology industry chains and the progress of core technology research and development. The Notice on Allowing Diversified Development also stipulates relevant supporting mechanisms. The Shanghai Regulatory Bureau will establish a supporting mechanism for "three modernizations" to assist technology branches in standardized and sustainable development. One is diversified evaluation. Based on the characteristics of technology finance professional capability allocation among banking institutions within the jurisdiction of Shanghai, as well as the differences in financial service demand among various technology parks/clusters, further differentiation will be made between comprehensive management branches and single operating branches, and moderately differentiated assessment plans will be adopted. The second is differentiated supervision. Based on the current promotion of science and technology finance, a "9+6" assessment model (9 quantitative indicators and 6 qualitative indicators) is established by combining qualitative and quantitative scoring, and comprehensive scoring, to more comprehensively reflect the work effectiveness of science and technology branches in the field of science and technology finance, allowing for diversified development of science and technology branches. The third is continuous management. Establish a continuous management mechanism for technology branches and conduct post evaluation of the technology branches of the banks under their jurisdiction. Through differentiated curve evaluation and periodic adjustment, ensure that the evaluation of technology branches always adapts to the current key work and development situation of technology finance. In recent years, the scale of credit for technology enterprises in Shanghai has steadily expanded. At the end of last year, the balance of loans for technology enterprises exceeded one trillion yuan, continuously empowering the construction of science and technology innovation centers with financial vitality. As of the end of the first quarter, the balance of loans for technology-based enterprises in Shanghai was 1.16 trillion yuan, a year-on-year increase of 36%;
