The principles of standardization work have been established in combination with the actual work of cultural and tourism standardization. Based on fully soliciting opinions from relevant units and the National Professional Standardization Technical Committee, the Ministry of Culture and Tourism has systematically sorted out and clarified the specific processes, submission materials, and other related requirements, making the "Detailed Rules" in line with work needs. Especially, the process of standard formulation has been optimized, further improving the mechanism for relevant parties such as enterprises and consumers to participate in standard formulation and revision. "This helps to form a standardized work pattern driven by the market, guided by the government, enterprise oriented, social participation, and open integration," the person in charge said. When it comes to the relationship between the Detailed Rules and the Management Measures, the person in charge stated that the Detailed Rules are a supporting document of the Management Measures. The Management Measures mainly stipulate the principles of standardization work, institutional responsibilities, management requirements, and main procedures, highlighting the fundamental and principled aspects. The detailed rules systematically clarify the specific processes and operational requirements related to standardization work, which is more guiding and practical. It is reported that the "Detailed Rules" are divided into 6 chapters and 41 articles, among which chapters 1 to 3 specify the workflow of national and industry standards, as well as the management requirements of local and group standards, based on the management functions of the Ministry of Culture and Tourism for different types of standards; Chapter 4 clarifies the relevant requirements for the internationalization of standards; Chapter 5 emphasizes the promotion, implementation, and supervision of standards; Chapter 6 elaborates on the management requirements for the National Professional Standardization Technical Committee. The attachment of the Detailed Rules mainly clarifies the relevant process, materials, and document templates for standard formulation. The Management Measures specify that the management of various standards, including national standards, industry standards, local standards, group standards, and enterprise standards, should follow the principles of standardization work and be carried out in accordance with relevant national regulations and requirements of the standard formulation unit. The detailed rules stipulate the management requirements for various standards. According to the person in charge, for national and industry standards, the "Detailed Rules" focus on clarifying specific work procedures and material requirements for formulation, review, modification, and abolition; For local standards, the "Detailed Rules" supplement the requirements for submitting relevant information after the standard is published; For group standards, the Detailed Rules focus on strengthening guidance and supervision; For enterprise standards, in accordance with the "Enterprise Standardization Promotion" issued by the State Administration for Market Regulation
