The reporter learned from the Supreme People's Court that the "2024 Blue Book of Rule of Law · Report on the Development of Informatization in Chinese Courts" jointly organized by the Institute of Law of the Chinese Academy of Social Sciences and the Social Science Literature Publishing House was recently held in Beijing. The Blue Book of Rule of Law summarized the progress made in the informatization of people's courts in the past year and objectively evaluated the progress of court informatization construction nationwide. Last year, the Information Center of the Supreme People's Court established a large model application scenario, including an artificial intelligence engine platform and legal and regulatory queries; Complete the integration and management of 11 basic artificial intelligence capabilities, and integrate online voice recognition, offline transcription, and other functions in the case handling system and unified work desktop; Complete the unified framework and portal construction of the knowledge base. After information technology transformation, court litigation service centers in various regions have generally integrated functions such as litigation guidance, case registration, interpretation and clarification, reception of letters and visits, judicial assistance, mediation and quick arbitration; Online litigation service platforms, people's court online service mini programs, people's court lawyer service platforms, online refund and payment systems, and people's court mediation platforms are becoming increasingly mature. Enterprises and the public can choose "fingertip litigation". The Blue Book of Rule of Law shows that by the end of last year, the People's Court platform was vertically connected to the internal and external network systems of the fourth level courts, and horizontally interconnected with various mediation platforms, providing full process online mediation services for the parties involved. As of the end of last year, more than 100000 mediation organizations and 410000 mediators have settled in, and nearly 10000 people's courts and 127600 grassroots governance units have settled in the court mediation platform, achieving "one platform mediation, full process online, menu style services, and integrated dispute resolution". Last year, 17.47 million disputes were mediated by courts across the country before litigation, and 12.04 million were successfully mediated. 40.3% of civil and administrative disputes brought to courts were resolved through mediation before litigation.
