Xiangjiang Guanlan: Hong Kong Prepares for Extreme Weather

2024-05-20

The rainy season is approaching in Hong Kong, and the Secretary for Administration of the Hong Kong Special Administrative Region, Chen Guoji, recently led officials from relevant departments to attend a joint press conference to introduce relevant arrangements for dealing with extreme weather. This reflects the Hong Kong Special Administrative Region government's proactive and proactive approach, high emphasis on citizen safety, and a people-oriented governance philosophy. According to the Hong Kong Observatory, approximately 80% of the annual rainfall in Hong Kong is recorded from May to September. With global warming, the frequency of extreme rainfall in Hong Kong and even globally is becoming increasingly high. In September last year, Hong Kong was hit by super typhoon Sura and typhoon Haikou within two weeks. The residual cloud system of "sea anemones" also brought the highest recorded rainfall to Hong Kong since 1884. Multiple roads in Hong Kong were damaged, and multiple subway stations and shopping malls were flooded. The SAR government announced for the first time that Hong Kong had experienced an "extreme situation". In April of this year, Hong Kong experienced frequent rainfall, with rainfall about 68% higher than normal. There were also rare weather phenomena such as hail and waterspouts. In last year's policy address, the Chief Executive of the Hong Kong Special Administrative Region, Li Jiachao, called for the continuous strengthening of Hong Kong's overall ability to cope with extreme weather. Government departments, the Hong Kong Airport Authority, the Hong Kong Railway Limited, and others should adopt a bottom line approach, minimize social damage as the guiding principle, and comprehensively examine contingency plans. At the aforementioned press conference, Chen Guoji also mentioned that in dealing with extreme weather, we need to have a bottom line thinking and make good arrangements, so as to be prepared. To be prepared for the future, it is necessary to establish a bottom line thinking. There are unpredictable winds and clouds in the sky, and extreme weather can be sudden and catastrophic. Establishing a bottom line thinking is to focus on the maximum destructive consequences that disasters may bring and try to minimize the impact of disasters on the lives of citizens. To be prepared for the future, it is necessary to prioritize prevention and take proactive actions. Facing the ever-changing nature, prevention in advance is often more important than rescue after a disaster. Chen Guoji stated at a press conference that the SAR government will continue to strengthen its four capabilities of "advance preparation, strengthened warning, decisive emergency response, and rapid recovery" to effectively respond to extreme weather. The two abilities of "advance preparation and strengthened early warning" are both aimed at doing a good job in disaster prevention before it arrives. In terms of proactive actions, the current Special Administrative Region government has optimized the mobilization mechanism and added a "whole government mobilization" level to ensure that in the event of a major crisis, civil servants can be immediately mobilized to form an emergency team to handle accidents. During the "Sura" and "Sea Anemone" attacks on Hong Kong last year, the SAR government twice launched "whole government mobilization" to help with the aftermath, which received praise from all sectors. Last month, the SAR government held the second "whole government mobilization" level exercise against the backdrop of Hong Kong being hit by a super typhoon, further strengthening the emergency response capabilities of various departments. Be prepared for the future, and also do a good job in public education and communication. Despite facing the threat of typhoons year-round, Hong Kong people are accustomed to wind and rain. Every time a typhoon strikes, some citizens even chase after the wind and waves, which not only puts them in danger, but also increases the risk for rescue workers. Chen Guoji criticized the dangerous behavior of the "wind chasing tribe" at a press conference, stating that the SAR government will resolutely enforce the law against citizens who do not listen to advice, and if there is sufficient evidence, prosecution will be initiated. In fact, everyone is the first person responsible for their personal safety, and they should have more respect for nature and establish disaster prevention measures
