Recently, the General Office of the Communist Party of China Central Committee and the General Office of the State Council issued the "Opinions on Strengthening the Construction of the Coordination and Supervision System for Administrative Law Enforcement" (hereinafter referred to as the "Opinions"), which systematically deployed the work of strengthening the coordination and supervision of administrative law enforcement in the new era (hereinafter referred to as administrative law enforcement supervision). The Opinion points out that administrative law enforcement supervision, as the internal hierarchical supervision of superior administrative organs over subordinate administrative organs in administrative law enforcement work, is an important component of the party and state supervision system, and is the basic way for party committees and governments at all levels to coordinate administrative law enforcement work. Building a comprehensive and perfect administrative law enforcement supervision system is of great significance for comprehensively improving the level of legal administration, accelerating the construction of a rule of law government, and promoting the comprehensive rule of law. The Opinion requires the establishment of a sound system and mechanism for administrative law enforcement supervision, and the promotion of organic integration and coordination between administrative law enforcement supervision and other types of supervision. The judicial administrative department, as the government's administrative law enforcement supervision agency, represents the local government to undertake specific administrative law enforcement supervision affairs. Under the guidance of the judicial administrative department of the local government, government departments at or above the county level are responsible for guiding and supervising the administrative law enforcement work of the competent industries within their respective administrative regions. We need to improve the regulatory system for administrative law enforcement supervision, promote legislation for administrative law enforcement supervision, improve the system for administrative law enforcement supervision, standardize administrative law enforcement behavior, and improve the administrative law enforcement management system. We must strictly fulfill the function of administrative law enforcement supervision, carry out regular supervision of administrative law enforcement, and do a good job in special supervision of administrative law enforcement. According to work needs, we can organize administrative law enforcement inspections on the implementation of important laws, regulations, and rules, strengthen supervision of enterprise related administrative law enforcement, strengthen comprehensive coordination of administrative law enforcement work, and provide guidance for comprehensive administrative law enforcement reform across fields and departments, as well as grassroots comprehensive administrative law enforcement reform. To fully utilize the results of administrative law enforcement supervision, broaden the channels for administrative law enforcement supervision, and strengthen the collection and coordination of information clues for administrative law enforcement supervision. The Opinion emphasizes the need to strengthen work security, strengthen organizational implementation, strengthen the construction of administrative law enforcement supervision teams, promote the digital construction of administrative law enforcement and administrative law enforcement supervision, establish supervision and implementation mechanisms, strengthen cooperation and cooperation, and achieve deployment, re implementation, and results. The judicial administrative department of the State Council should conscientiously carry out supervision, guidance, and inspection, promote relevant experience and practices, study, coordinate, and promote problem-solving.
