The legislative work plan for the year 2024 of the Standing Committee of the National People's Congress was recently announced. 2024 marks the 75th anniversary of the founding of the People's Republic of China, a crucial year for achieving the goals and tasks of the 14th Five Year Plan, and also the 70th anniversary of the founding of the National People's Congress. The legislative plan of the Standing Committee of the 14th National People's Congress implements the strategic deployment of the 20th National Congress of the Communist Party of China, and makes overall arrangements for the legislative work of this session. In combination with the decomposition and implementation of legislative plans, and in line with the work points and plans of relevant central authorities, the Standing Committee of the National People's Congress has made corresponding arrangements for the drafting and review of legal bills for 2024, including the continued review of 16 projects, the initial review of 23 projects, as well as several preliminary review projects and authorization decisions for the expiration of the 2024 implementation period that need to be studied. The legislative work plan shows that we will solidly promote the compilation of the ecological environment code, strengthen organizational leadership, closely cooperate and cooperate, widely absorb public opinion and gather wisdom, systematically integrate and compile the current ecological environment legal system norms, and form a high-quality draft of the ecological environment code, striving to submit it for review within the year. Establish a sound system for the people to be the masters of their own country, revise the Supervision Law of the Standing Committee of the People's Congress at all levels, the Representative Law of the National People's Congress and Local People's Congresses at all levels, and the Organizational Law of Urban Residents Committees. Further improve the anti-corruption legal system and keep up with the times by amending the Supervision Law. We will solidly promote lawful administration and fair justice, submit the revised draft of the State Council Organization Law to the National People's Congress for review, formulate the Civil Compulsory Enforcement Law, and amend the Arbitration Law and the Prison Law. Promote the implementation of the strategy of revitalizing the country through science and education and building a strong cultural country, formulate the Degree Law and the Law on Legal Education, revise the Law on Cultural Relics Protection, the Law on Science and Technology Popularization, and the Law on National Common Language and Writing. Ensure and improve people's livelihoods, formulate the Law on Preschool Education, the Law on Response to Public Health Emergencies, and revise the Law on the Prevention and Control of Infectious Diseases. Promote the modernization of the national security system and capabilities, formulate the Emergency Response Management Law and the Hazardous Chemical Safety Law, revise the Law on Guarding State Secrets, the Law on Public Security Management Punishments, the National Defense Education Law, and the Cybersecurity Law. Strengthen the construction of foreign-related legal system, formulate tariff law, revise border health and quarantine law and anti money laundering law, and focus on improving foreign-related provisions in relevant laws. In terms of strengthening and improving legislative work in the new era, the legislative work plan proposes to adhere to the comprehensive leadership of the Party over legislative work, adhere to legislation for the people and relying on the people, start from the national conditions and reality, adhere to the leading role of the National People's Congress in legislative work, and provide guidance for local legislative work. The legislative work plan proposes to adhere to constitutional legislation and improve the institutional system to ensure the comprehensive implementation of the Constitution.
