The reporter recently learned from the Ministry of Industry and Information Technology that the mandatory national standard "Safety Technical Specification for Lithium ion Batteries for Electric Bicycles" (GB43854-2024), organized and drafted by the Ministry of Industry and Information Technology, has been released by the State Administration for Market Regulation (National Standards Committee) and will be officially implemented on November 1, 2024. It is understood that the technical specifications specify the safety requirements and test methods for lithium batteries used in electric bicycles applicable to the Safety Technical Specification for Electric Bicycles (GB17761) from the perspectives of individual batteries and battery packs. In terms of individual batteries, six safety requirements were mainly considered: overcharging, over discharging, external short circuit, thermal abuse, puncture, and labeling; The battery pack mainly considers 22 safety requirements in 7 aspects, including electrical safety, mechanical safety, environmental safety, thermal diffusion, mutual recognition and collaborative charging, data collection, and labeling. It is worth noting that the technical specifications only apply to lithium-ion batteries for electric bicycles specified in the Safety Technical Specification for Electric Bicycles (GB17761), with a maximum output voltage not exceeding 60V. They are not applicable to lithium-ion batteries used in electric scooters, balance bikes, electric motorcycles, electric tricycles, and other vehicles. According to regulations, after the implementation of this standard, lithium-ion batteries for electric bicycles sold domestically must meet its requirements. Currently, the social ownership of electric bicycles in China has exceeded 350 million, and the proportion of new electric bicycle models released by major domestic electric bicycle brands equipped with lithium-ion batteries exceeds 20%. The relevant person in charge of the Ministry of Industry and Information Technology stated that as a mandatory national standard for the safety of lithium-ion batteries for electric bicycles, technical specifications are of great significance in regulating the design, production, and sales of lithium-ion batteries for electric bicycles, improving product quality and safety levels, and promoting the healthy and orderly development of the electric bicycle industry.
