Discipline is the "ruler" for governing the party, and the law is the important tool for governing the country. Party discipline and national laws are the basic basis for governing the Party and the country, with essentially the same goals, functions, and complementary advantages. The newly revised Regulations of the CPC on Disciplinary Actions (hereinafter referred to as the "Regulations") insists on putting discipline in the front, connecting discipline, law and crime, adding the requirement of "discipline and law enforcement" in the fourth principle of disciplinary action, and promotes the comprehensive application of various disciplinary measures stipulated by the party discipline and national law to achieve precise discipline enforcement and coordination of discipline and law by improving the provisions of discipline and law connection, promoting the matching of party discipline and government affairs and other sanctions, and learning from relevant provisions of national laws to enrich relevant content. Party organizations at all levels should take the learning and education of Party discipline as an opportunity, conscientiously grasp the study and implementation of the Regulations, deeply understand and grasp the main points and practical requirements, achieve comprehensive understanding, accurate and standardized use, promote the integration of discipline and law enforcement, form a joint force of discipline and law, and continuously promote the comprehensive and strict governance of the Party to develop in depth. Improving the provisions for the connection between discipline and law, and further clarifying the scope of illegal acts that should be punished by party discipline, the nature and purpose of the party determine that party discipline is inevitably stricter than national law. As a fundamental regulation to regulate the behavior of party organizations and party members, the Regulations not only adhere to the separation of discipline and law, strict discipline and discipline before the law, but also emphasize the integration and connection of discipline and law. When revising the Regulations in 2015, based on the principle of discipline before the law and separation of discipline and law, a large number of redundant provisions with national laws were deleted, making the disciplinary characteristics of the Party more distinct and forming the "Six Disciplines" system, which was determined by the Party Constitution of the 19th National Congress and has been continued to this day. At the same time, in order to address the issue of disciplinary action against party members who commit illegal and criminal acts, a special chapter on disciplinary action against party members who commit illegal and criminal acts has been established in the General Provisions, with the addition of disciplinary and legal provisions, achieving effective connection between party discipline and national law. This revision of the Regulations further improves the provisions for the connection between discipline and law, clarifies the scope of illegal acts that should be subject to disciplinary action by the Party, and provides targeted and detailed provisions in Article 30, divided into three paragraphs. In response to the frequent and prone illegal behaviors in practice, Article 30, Paragraph 1 of the Regulations provides that if a party member engages in other illegal behaviors that "disrupt the order of the socialist market economy, violate public security management, etc." and harm the interests of the party, the state, and the people, they shall be punished according to the specific circumstances. At the same time, the "Regulations" add a new paragraph in Article 30, implementing the requirements of the Party Central Committee's strict financial and economic discipline, highlighting the punishment for violations of financial and economic discipline. On the basis of adhering to the principle of separating discipline from law and the "six discipline" system, provisions are made for party discipline punishment for violations of national financial and economic discipline.
