Zhao Leji's Research in Henan: Improving the Mechanism for Absorbing Public Opinion and Gathering People's Intelligence

Zhao Leji, member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee and Chairman of the Standing Committee of the National People's Congress, conducted research in Henan from the 7th to the 10th. Zhao Leji has conducted research in Zhoukou, Xuchang, Zhengzhou and other places, delving into communities, enterprises, research institutions, rural areas, and households of farmers, and communicating with representatives of the National People's Congress and the masses. He emphasized that local people's congresses and their standing committees should focus on the decision-making arrangements of local party committees to implement the major policies of the Party Central Committee, combine with local realities, fulfill their duties and responsibilities in accordance with the law, and carry out legislative, supervisory, representative and other work in a solid manner to better serve the reform and development of the region. At the Henan Provincial Representative Liaison Station and the People's Congress Representative Liaison Station in Xinyuan Street, Jian'an District, Xuchang City, Zhao Leji gained a detailed understanding of the performance of the representatives. He pointed out that we should adhere to the mass line, learn from the people, consciously ask for advice from the people, ask for needs from the people, discuss matters more, and mobilize the enthusiasm and creativity of all parties. We should leverage the unique advantages of National People's Congress deputies who come from and are rooted in the people, listen to and reflect the wishes and voices of the people through various means, and enhance our feelings with the people. Representatives should listen to the opinions of the masses, connect with and serve the masses, and integrate with grassroots governance and construction under the leadership of the Party organization. Zhao Leji visited the Standing Committee of the Provincial People's Congress for research, visited officials, and presided over a symposium. He emphasized that full process people's democracy is an essential attribute of socialist democratic politics, and the system of people's congresses is an important institutional carrier for achieving full process people's democracy in China. The work of the National People's Congress should fully absorb public opinion, gather people's wisdom, and deeply practice and develop people's democracy throughout the entire process. We must adhere to the leadership of the Party, fully leverage the core role of the Party in overall planning and coordinating all parties, ensure the high degree of unity between the Party's propositions and the will of the people, and ensure that the Party leads the people in effectively governing the country in accordance with the law. We must adhere to upholding integrity and innovation, make good use of existing mechanisms and practices, and at the same time, in accordance with the requirements of the work of the People's Congress in the new era and the expectations of the people, coordinate the construction of the People's Congress's democratic and public opinion expression platform and carrier, and continuously enrich the practical and contemporary characteristics. We must adhere to the principle of seeking truth and pragmatism, conduct in-depth investigations and research, thoroughly understand the situation, and understand the thoughts, hopes, and wishes of the people. Widely listen to the opinions and suggestions of representatives, and focus on leveraging their professional strengths and advantages. Carefully sort out, summarize, analyze, and think about the universal and biased issues reflected by the masses, identify the crux, and propose countermeasures. We need to establish a sound mechanism for the absorption and feedback of opinions and suggestions, and reflect public opinion and wisdom in legislation, supervision, and other work, as well as in relevant proposal proposals and deliberation speeches, to promote problem-solving and improvement work from the legal and institutional levels. During the research period, Zhao Leji also visited places such as the Yellow River Museum to understand the legal promotion of ecological protection and cultural heritage protection in the Yellow River Basin.
