The degree system, as a basic education system, is related to the degree system, disciplinary development, talent evaluation standards, and is the cornerstone of high-quality development of higher education. On April 26th, the 9th meeting of the 14th Standing Committee of the National People's Congress passed the Degree Law, which will come into effect on January 1st, 2025. On February 12, 1980, the 13th meeting of the Standing Committee of the Fifth National People's Congress passed the Degree Regulations. As the first education law promulgated by the People's Republic of China, the Degree Regulations established China's degree system, initiated the process of legal construction in education, and provided strong legal protection for cultivating high-level talents urgently needed for socialist modernization. "Over the past 40 years, China's education landscape has undergone significant changes, and degree regulations have become difficult to meet the needs of high-quality development in higher education." Liang Ying, Director of the Administrative Law Department of the Legal Work Committee of the Standing Committee of the National People's Congress, pointed out in an interview with a reporter from the Legal Daily that in order to adapt to the direction and practical requirements of higher education reform and development, it is necessary to formulate degree laws based on summarizing the practical experience of degree regulations. This is conducive to regulating degree awarding work, ensuring degree quality, promoting high-quality development of higher education, and is of great significance for building a strong education country, a strong science and technology country, and a strong talent country. There are many highlights of the Degree Law that clarify the responsibilities of management entities, and improving the degree work system and degree granting qualification system to adapt to the direction and practical requirements of higher education reform and development is one of them. Liang Ying introduced that the Degree Law clarifies the main responsibilities of degree management. The Academic Degrees Committee of the State Council leads the work of academic degrees nationwide, establishes offices in the education administrative department of the State Council, and undertakes the daily work of the Academic Degrees Committee of the State Council. The education administrative department of the State Council is responsible for the national degree management work. Under the guidance of the Academic Degrees Committee of the State Council, the Provincial Academic Degrees Committee leads the degree work in its administrative region. The degree awarding unit shall establish a degree evaluation committee to review the addition and removal of degree awarding points, and make decisions on degree awarding. In terms of improving the qualification system for degree granting, the Degree Law clarifies the conditions for higher education institutions and scientific research institutions to apply for degree granting qualifications. The qualification for awarding a bachelor's degree shall be approved by the provincial degree committee and filed with the State Council Degree Committee; The qualifications for granting master's and doctoral degrees shall be reviewed by the provincial degree committees and the education administrative departments of the State Council, and submitted to the degree committees of the State Council for approval; The qualification for degree granting shall be reviewed by experts. Based on the demand for various talents in economic and social development, the country optimizes the disciplinary structure and layout of degree granting points, strengthens the construction of basic disciplines, emerging disciplines, and interdisciplinary fields. To ensure the quality of degree awarding, the Degree Law refines and clarifies the conditions and procedures for degree awarding. Liang Ying introduced that the degree system constructs a hierarchical and classified degree system. According to the different requirements of the bachelor's, master's, and doctoral levels, the granting conditions have been clarified and refined. At the same time, according to the different characteristics of academic and professional degrees, the granting conditions are distinguished. Academic degrees highlight academic research abilities, while professional degrees highlight professional practical abilities, further reflecting the positioning and characteristics of academic and professional degrees.
