Guangdong issues opinions and deployment requirements to strengthen judicial advice work and improve social governance efficiency

Recently, the Guangdong Provincial Committee for the Comprehensive Rule of Law issued the "Opinions on Strengthening the Work of Judicial Suggestions and Prosecutors to Improve the Efficiency of Social Governance" (hereinafter referred to as the "Opinions"), which takes the lead in building a new pattern of judicial suggestion work at the provincial level and improving the level of legal governance from four aspects: guiding ideology, work principles, key tasks, and work requirements. The Opinions stressed that the people's courts should give full play to the function of the judicial organs, take judicial suggestions as a powerful starting point to promote the source governance of contradictions and disputes, promote multi-level and multi field governance by law, and improve the level of social governance by law, so as to provide a solid and reliable legal guarantee for Guangdong to take the lead in promoting the construction of Chinese path to modernization. The Opinion requires us to adhere to the leadership of the Party, prioritize the people, adhere to problem orientation, and adhere to collaborative linkage. Judicial suggestions should be integrated into the social governance work system of the whole province for overall promotion. As an important part of fulfilling the primary responsibility of the Party and government to promote the construction of the rule of law, they should be included in the special inspection content of the construction of the rule of law government, achieving the correct direction, solid and effective progress, and promoting together. We need to continuously strengthen the application, quality and effectiveness of suggestions, as well as the construction of feedback, implementation of rectification and assessment mechanisms, in order to achieve the effect of judicial suggestions being reviewed and governed in one case. The suggested units should carefully study the content of the suggestions, actively cooperate with investigations and verifications, and promptly respond in writing to the handling situation. The Opinion requires all regions in the province to strengthen organizational leadership, improve relevant systems, and promote the implementation of judicial suggestions for rectification. The annual work situation of judicial recommendations should be promptly reported to the same level party committee and the standing committee of the people's congress, reported to the same level party committee's discussion and coordination mechanism for rule of law construction, and copied to the same level party committee's political and legal committee. Party and government organs, judicial organs, enterprises and institutions, social organizations, and other social organizations at all levels should increase coordination and cooperation, information sharing, clue transfer, joint meetings, and other efforts to continuously improve the comprehensive efficiency of social governance.
