"In the complex and rapidly changing field of digital economy, competition among cities and economies is fierce, and Hong Kong must accelerate its pace to maintain its leading position." The Financial Secretary of the Hong Kong Special Administrative Region Government, Chen Maobo, said in his speech at the 2024 Digital Economy Summit recently held. The summit brought together about 4000 professionals from both domestic and foreign countries to discuss the development of the digital economy through more than 50 keynote speeches and special forums, helping Hong Kong continue to explore and innovate in this field. Chen Maobo said at the summit that the digital economy has become a new driving force for Hong Kong and even global economic development, while the development of the digital economy in mainland China is leading the world. The latest calculation shows that the scale of the digital economy in mainland China will exceed 50 trillion yuan in 2023, accounting for over 40% of GDP. Hong Kong, which recognizes the importance of the digital economy, has been making forward-looking arrangements. The Hong Kong Special Administrative Region Government established the Digital Economy Development Committee in 2022, responsible for providing advice and suggestions for the development of the digital economy. The committee put forward 12 core recommendations during the summit, covering 5 major areas, including strengthening Hong Kong's overall digital policy, strengthening digital infrastructure, promoting local and cross-border data flow, accelerating digital transformation, and designating sustainable talent strategies. This year, Hong Kong will establish a Digital Policy Office with the mission of promoting the development of the digital economy and smart cities, to formulate and implement effective digital policies. At the same time, Hong Kong is building its first supercomputing center to support the development of the artificial intelligence industry, and can provide the first phase of services as early as this year. 5G networks, data centers, electronic payments, and geographic location coding systems have also been included as key facilities for the next promotion and expansion of the SAR government. "The Hong Kong SAR government attaches great importance to the development of the digital economy and has introduced various measures, demonstrating its pragmatic responsibility and determination to promote the construction of a digital Hong Kong." Wang Xiujun, chairman of the China Internet Development Foundation, said in his speech at the summit. In recent years, Hong Kong has made many achievements in the field of digital economy, with achievements in infrastructure. Last year, the SAR government proposed to accelerate the development of the third-generation Internet ecosystem, which has made good progress in the past year. There are currently over 220 companies engaged in related businesses in Hong Kong Cyberport, including three unicorn companies. In terms of digital currency, the "Fast Transfer" launched in 2018 allows Hong Kong citizens to use online banking and electronic wallets for instant transfers, supporting transactions in Hong Kong dollars and Chinese yuan, and easily achieving real-time fund transfers across banks and stored value payment tools. The Hong Kong Monetary Authority completed the first phase of the "Digital Hong Kong Dollar" pilot program in October last year, researching programmable payments, offline payments, tokenized deposits, and more. In addition, the pilot scope of "digital RMB" will be expanded in Hong Kong, and citizens can open and use digital RMB wallets. The "Smart Convenience" one-stop personalized digital service platform, which was put into use in 2020, has identity authentication, automatic form filling, personalized prompts, and digital signature functions, allowing Hong Kong citizens to enjoy more than 20 commonly used government and public utility services. The "Digital Enterprise Identity" platform being prepared is equivalent to the enterprise version of "Smart Convenience" and is expected to be launched in 2026. In addition to infrastructure, Hong Kong's accumulation in other areas also provides abundant opportunities for the development of the digital economy
