Not long ago, the National Development and Reform Commission, the Ministry of Commerce, and the State Administration for Market Regulation jointly issued the "Opinions on Supporting the Relaxation of Market Access and Strengthening of Regulatory System Reform in Nansha, Guangzhou" (hereinafter referred to as the "Nansha Opinions"), which clearly stated that "Hong Kong and Macao residents who work in Nansha and have already participated in insurance in Hong Kong and Macao are exempt from participating in basic pension insurance and unemployment insurance in Nansha.". In order to implement the Nansha Opinions, the "Connecting the Bay Area for Convenience of Hong Kong and Macao - Implementing the Social Security System Connection Requirements of the Nansha Opinions and Experiencing the Convenient Participation and Payment of Hong Kong and Macao Residents" event was recently held in Nansha District. The event witnessed the first batch of eligible Hong Kong and Macao personnel achieving exemption from basic pension insurance and unemployment insurance in Nansha. The human resources, social security, and tax departments of Nansha are working together to innovate and propose social security service measures with unique characteristics based on the Nansha Opinions, achieving online processing of the full process of insurance and payment services for Hong Kong and Macao residents in Nansha. To provide more convenience for Hong Kong and Macao residents to live and work in Nansha, whether it is daily insurance registration, declaration and payment, or for eligible Hong Kong and Macao residents to apply for exemption from basic pension insurance and unemployment insurance, they can register, apply for benefits, and retain relevant preferential information evidence online for future reference, without the need to apply for filing with the collection agency. This measure greatly facilitates the living and working of Hong Kong and Macao residents in Nansha, further promoting the exchange and integration of Guangdong, Hong Kong and Macao. In addition, Nansha District has established a "three window and three station" system, including a "cross-border social security service station" and a "Hong Kong and Macao social security card" special window. At present, Guangzhou has established 72 "Bay Area Social Security Connect" service windows and 25 cross-border social security service points in Hong Kong and Macao, focusing on creating a cross-border social security service connection model for Hong Kong and Macao, solving the problem of "increasing cross-border mobility and prominent cooperation needs in social security business handling", and creating high-quality, efficient, and convenient social security handling services for Hong Kong and Macao personnel working and living in Nansha, Guangzhou. The next step for Guangzhou is to deepen the construction of the "Bay Area Connection" project and promote the integration and common development of people's livelihoods in the Bay Area. Recently, the National Development and Reform Commission held a press conference to interpret the Nansha Opinion, supporting Nansha to boldly carry out cutting-edge disruptive technological innovation and actively expand market application scenarios. On April 9th, the 10th China Guangzhou International Investment Annual Conference Nansha Special Event will be held at the permanent venue of the Nansha International Financial Forum (IFF).
