Openness is a distinct symbol of contemporary China and a necessary path for development and progress. Looking back at the more than 40 years of opening-up, China's opening-up to the outside world started with the establishment of economic zones and coastal open cities, gradually extending from the coastal areas to the border, along the river, and inland areas, with continuous optimization of regional layout. In recent years, a new pattern of comprehensive opening up has accelerated its formation. In 2022, the proportion of exports from the central and western regions in China will rise to 20.9%, an increase of 4.7 percentage points from five years ago; In 2023, the total import and export volume of goods in the central region was 3617.62 billion yuan, with an export value of 238.327 billion yuan and an import value of 1234.35 billion yuan, accounting for 3.7, 4.1, and 2.9 percentage points higher than in 2012, respectively. The system and mechanism of opening up to the outside world in the central region are gradually improving, and a new system of inland open economy is basically forming. At a new historical starting point, further promoting the opening up of the central region is an urgent requirement to strengthen the backbone of the central region. Reform never stops, and opening up never stops. From the perspective of the overall environment, 2024 is another important year for comprehensively deepening reforms. Coordinating the promotion of deep-seated reforms and high-level opening up is a clear requirement put forward at the Central Economic Work Conference held at the end of last year, and is one of the strategic tasks for China to solidly promote high-quality development. It is only because of its difficulty that it is great; However, its difficulty is even more glorious. Chinese path to modernization is a great and arduous undertaking. Advancing this unprecedented pioneering cause requires us to make even more arduous efforts. Reform and opening up is a key move that determines the fate of contemporary China and the success or failure of Chinese path to modernization. Continuously building a more competitive inland opening-up highland requires reform and revitalization, promoting reform through opening up, development through reform, and high-level opening-up to the outside world. From a strategic perspective, the central region connects the east and the west, and connects the south and the north. The total economic output of the six provinces accounts for about one-fifth of the country. It is an important grain production base, energy and raw material base, modern equipment manufacturing and high-tech industry base, and comprehensive transportation hub in China. It plays a pivotal role in the overall development of the country and plays a driving role in supporting the overall development with one region. The State owned Assets Supervision and Administration Commission of the State Council recently announced that it will prioritize the pilot development of strategic emerging industries based on the endowment characteristics of the central region
