Organizing activities should not emphasize extravagance, and efforts should be made to save expenses. Priority should be given to using internal meeting rooms, auditoriums, and other venues for official activities such as meetings and training. Online methods such as video, phone, and internet are encouraged to carry out official activities. The third is to strengthen budget constraints and execution supervision. Emphasis is placed on establishing a sound hierarchical responsibility system for the "three guarantees" at the grassroots level, requiring all regions to prioritize the use of stable financial resources for the "three guarantees", strengthen enforcement constraints, strictly prohibit the misappropriation of "three guarantees" funds, and implement strict supervision of fiscal expenditures and treasury disbursements in areas with risks associated with the "three guarantees". The fifth is to strengthen budget performance management. Emphasize the need to continue conducting pre evaluation of major policies and projects, and strictly manage project initiation from the source; Strengthen performance target management and further leverage the guiding and constraining role of performance targets on the use of fiscal funds; Identify deviations and loopholes in budget execution through performance monitoring, and take timely measures to correct them; Carry out high-quality performance evaluation and improve the mechanism for applying performance evaluation results.
