The EU is pushing for the release of a new version of its defense plan

On March 5th, the European Commission released the first European Defense Industry Strategy, aimed at driving military investment through defense industry adjustments and promoting the implementation of the new EU defense plan (hereinafter referred to as the "Plan") as soon as possible. Foreign media reported that the "plan" closely follows the introduction of the "European Defense Industry Strategy", reflecting the EU's intention to use industrial development as a pretext, accelerate the filling of the arms gap, develop high-tech, and enhance the overall military strength of Europe. According to the draft plan disclosed by foreign media, the EU will achieve over 50% of its weapon systems to be procured within the EU by 2035, and establish corresponding mechanisms to ensure that in the event of shortages or crises, core technology or critical component supplies can be immediately obtained, reversing the current situation of purchasing most military equipment from third countries. The European Defense Industry Strategy outlines cooperation, investment and financing in the defense sector, measures to safeguard key supply chains, and changes in loan policies of the European Investment Bank. The European Commission will establish a new Defense Industry Readiness Committee, whose main function is to coordinate investment and financing matters and promote defense cooperation among European countries. In terms of defense capabilities, the European military industrial complex will produce ammunition and drones on a large scale, strengthen combat capabilities in the network and space fields, and focus on supporting projects such as the "network shield", the European integrated air defense and missile defense system, and the space threat sensing system. The EU will also establish a key investment list, among which the laser weapon project will select European Missile Group, Italian company Leonardo, and British company Quinetic; Potential partners in electronic warfare and anti unmanned technology include Deir from Germany and Indra Systems from Spain. According to the draft plan, EU countries will purchase the necessary equipment and technology within the framework of the European Defense Fund, with the aim of achieving stable operations and rapid deployment of rapid response forces by 2025, significantly enhancing strategic transportation, force protection, network defense, satellite communication, and intelligence reconnaissance and surveillance capabilities. According to the draft plan, the EU and NATO will adhere to the principle of building a single force to ensure synergy and complementarity in the field of defense. EU officials emphasize that increasing investment in the defense and military industry and enhancing military resilience will benefit both NATO and the EU. The draft plan also plans for the deployment of troops in conflict areas, which means that when dealing with the threat of "mixed warfare," the EU Mixed Warfare Rapid Response Team and NATO Anti Mixed Warfare Support Team will work closely together to launch the European Center of Excellence in Response to Mixed Warfare Threats, minimizing the security threat situation in the "gray zone". In terms of specific military actions, the EU will promote and accelerate the unobstructed flow and transit of NATO personnel, materials, weapons and equipment for military deployment.
