The "Three Places and One Lock Plan" for Guangdong, Hong Kong, and Macao was launched on the 8th. The first batch of goods were transported from the DHL Central Asia Hub located in Hong Kong, via the Hong Kong Zhuhai Macao Bridge, through the Macao Cross border Goods Transfer Station, to the customs clearance point in Macau on the same day. According to the Hong Kong Customs, under this plan, the Guangdong Hong Kong Macao Customs can monitor the batch of goods in real-time through the application of electronic locks and global positioning systems. Transport vehicles can then directly reach Macau through the Hong Kong Zhuhai Macao Bridge Hong Kong Port, reducing the need for repeated customs inspections. On the day of the launch ceremony, nearly a hundred guests attended the event, including officials from relevant departments of the Hong Kong Special Administrative Region Government, representatives from the Mainland and Macau Customs, representatives from the Hong Kong Liaison Office, and representatives from the Hong Kong logistics and transportation industry. The Secretary for Commerce and Economic Development of the Hong Kong Special Administrative Region Government, Qiu Yinghua, delivered a speech at the ceremony, expressing her hope for the further development of the "Three Places and One Lock Plan" in the future. She hopes to establish more customs clearance points across the country, combined with Hong Kong's improved sea, land, and air transportation network, to provide more convenience for the industry. Hong Kong Customs Director Ho Pei shan delivered a speech thanking the Guangdong Macau Customs and the logistics industry for their support and cooperation. She reiterated that Hong Kong Customs will continue to leverage its strengths and serve the needs of the country, be more proactive in aligning with national strategies, and actively integrate into the overall development of the country. To promote the logistics and economic and trade development of the Guangdong Hong Kong Macao Greater Bay Area, the customs of Guangdong, Hong Kong and Macao have always maintained close contact and cooperation. The Guangdong Hong Kong Cross border One Lock Plan was implemented in 2016, and the Guangdong Macao Cross border One Lock Plan was implemented in 2020. The Hong Kong Customs stated that the "Three Districts and One Lock Plan" has successfully connected the three regions and, in conjunction with the rapid development of the Guangdong Hong Kong Macao Greater Bay Area, is a new green logistics channel that can improve customs clearance efficiency, explore business opportunities for the logistics industry in the three regions, promote economic and trade development, and consolidate Hong Kong's leading position as an international logistics hub.
