Only by respecting nature, conforming to nature, protecting nature, and practicing green development can sustainable development be achieved. China has always adhered to the concept that green mountains and clear waters are as valuable as mountains of gold and silver. We firmly adhere to the path of ecological priority and green development, promote comprehensive green transformation of economic and social development, and build a modernization of harmonious coexistence between humans and nature. Green waters and green mountains are like mountains of gold and silver. It has become a common concept among people of all ethnic groups in the country, and green, circular, and low-carbon development has become a joint action of various regions and departments. The effectiveness of green development is written in the green mountains and rivers, as well as in people's production and life. China is the main force in global greening, with the area of artificial forests steadily ranking first in the world; As of the end of 2023, the installed capacity of renewable energy generation in China accounted for 51.9% of the total installed capacity of power generation in the country, historically exceeding the installed capacity of thermal power. The cumulative trading volume of the national carbon emission trading market reached 440 million tons, making it the carbon market with the largest greenhouse gas emissions worldwide; In 2023, the proportion of days with excellent atmospheric quality in China was 85.5%, and the "Blue Sky Defense Battle" achieved significant results; The annual sales of new energy vehicles in China have rapidly increased from 13000 in 2012 to 9.495 million in 2023... With bluer skies, greener mountains, and clearer water, people enjoy more, more inclusive, and sustainable green welfare. It has been proven that a person does not betray the green mountains, and the green mountains will not betray them. High quality development must be green and sustainable, not at the cost of sacrificing the environment, but conducive to creating a beautiful and livable living environment for people; Strengthening the construction of ecological civilization, promoting green and low-carbon development, and forming green production and lifestyle can also provide greater space and create more opportunities for economic development. The role of the rule of law is crucial and indispensable in dealing with the dialectical relationship between environmental protection and economic development. The construction of ecological civilization in our country adheres to the rule of law: ecological civilization is written into the Constitution, laying a constitutional foundation for the construction of a beautiful China. Environmental protection related content is reflected and improved in the Civil Code and Criminal Law, and the strictest legal system for ecological environment protection is constructed. The legal and regulatory system for ecological civilization covering various key areas, resources, and environmental elements is continuously improved; Strengthen the cooperation of comprehensive administrative law enforcement agencies, public security agencies, procuratorial agencies, and judicial agencies in ecological environment protection, strengthen the connection between ecological environment administrative law enforcement and criminal justice, strictly investigate and punish illegal and irregular behaviors in natural resources, ecological environment, and other fields, strictly implement the ecological environment damage compensation system, and actively promote the development of environmental public interest litigation. While continuing to fight for the defense of blue skies, clear waters, and clean land in accordance with the law, we have played a leading, normative, and safeguarding role of the rule of law, continuously improved policies, laws, regulations, and institutional mechanisms, and initially formed a legal system and working mechanism for the national carbon emission trading market.
