Accelerate the issuance of national standards, as stated in the Opinions of the Central Committee of the Communist Party of China and the State Council on Doing a Good Job in the Key Work of Comprehensively Promoting Rural Revitalization in 2023, to cultivate and develop the pre made vegetable industry. In the view of Ding Zuohong, a member of the National Committee of the Chinese People's Political Consultative Conference and Chairman of the Board of Directors of Yuexing Group, the current discussions on the prefabricated food industry are not limited to its significance, but rather to the standardization and promotion scale of the industry. "We need to develop pre made dishes in an orderly manner within a reasonable range, rather than letting them become rampant and grow wildly." Ding Zuohong believes that the fundamental reason for the current difficulties in the development of pre made dishes and the frequent occurrence of industry chaos is the lack of unified national standards. After conducting research, Zhang Jianming, a member of the National Committee of the Chinese People's Political Consultative Conference and Chairman of Sichuan Mingyu Group Co., Ltd., found that the national norms and standards for the prefabricated food industry have not yet been established, resulting in extremely low market entry barriers and a large number of practitioners with varying qualities. Not only is product quality difficult to guarantee, but there may also be issues such as counterfeiting, lack of labeling information, or inability to trace raw materials. "We need to quickly introduce a national unified standard for prefabricated dishes, standardize and raise the industry entry threshold." Ding Zuohong suggested that the standardization administrative department should quickly form a national unified standard for the entire process and chain of production, transportation, certification, and traceability of prefabricated dishes. Given the current low entry threshold for the pre packaged food industry, it is recommended to include the processing and sales of pre packaged food in the specialized business scope, standardize and increase the industry entry threshold, so that people can "buy with confidence and eat with peace of mind.". Zhang Jianming also called on relevant departments to quickly introduce national industry norms and standards for prefabricated dishes, which should cover production and processing, transportation and sales, catering services and other links, to ensure that production and business activities comply with food safety regulations and protect the legitimate rights and interests of consumers. Zhang Jianming believes that in the production and processing of prefabricated vegetables, the qualification requirements of the production entity should be clearly defined, the production process and quality control should be standardized, and a strict system for raw material procurement and inspection should be established to ensure the reliable source of product raw materials. A comprehensive cold chain transportation and storage system should be established in the transportation and sales process to ensure the freshness and taste of pre made dishes. Wan Li, a member of the National People's Congress and Vice President of the All China Lawyers Association, who is also concerned about the development of the pre made vegetable industry, not only suggested establishing unified national standards around the entire process of raw material selection, production, processing, packaging, transportation, storage, and quality testing for pre made vegetables, but also specifically proposed strict restrictions on the use of food additives in pre made vegetables. The establishment of a prior notice system for pre made dishes that can be consumed simply by heating or stir frying is widely used by many catering enterprises due to its ability to greatly save time and labor costs
