In September 1949, on the eve of the birth of the People's Republic of China, the first plenary session of the Chinese People's Political Consultative Conference was held. The Joint Program of the Chinese People's Political Consultative Conference, which has temporary constitutional status, solemnly declares that the People's Congress system will be implemented in New China. In 1954, the first session of the National People's Congress passed the Constitution of the People's Republic of China, which stipulated that all power in the People's Republic of China belonged to the people. The organs through which the people exercise their power are the National People's Congress and local people's congresses at all levels.
