The investigation and handling of anti-corruption cases is not the goal, but more importantly, it is to plug institutional loopholes, build a solid ideological defense line, learn from past mistakes, and treat diseases and save people. Only by normalizing the second half of the article on investigating and handling cases, strengthening case analysis, paying attention to discovering and correcting deep-seated problems behind cases, and thoroughly identifying weak points in institutional construction, risk points in power operation, and gaps in supervision and management, can we strive to achieve the effect of investigating and handling cases, warning one area, and governing one area, and avoid later offenders from repeating the same mistakes. We should start from the institutional mechanisms, ideological roots, practical factors, and means of addressing corruption, grasp the basic laws of systematic and root cause and root cause governance, closely combine the serious punishment of corruption with strict institutional constraints and education guidance, and promote the prevention and governance of corruption in a more normalized and long-term manner. Promote strengthened supervision, improve power allocation and operational constraint mechanisms. Power, regardless of its size, can be abused as long as it is not restricted or supervised. Corrupt individuals who are investigated and punished, from minor mistakes to major mistakes, from violations of discipline to breaking the law and even committing crimes, often lack supervision and have arbitrary power behind them. Strengthening the use of cases to promote reform and governance, we need to improve supervision, promote the comprehensive supervision of the Party committee (Party group), the specialized supervision of disciplinary inspection organs, the functional supervision of Party work departments, the daily supervision of Party grassroots organizations, and the democratic supervision of Party members, and continuously improve the responsibility structure of Party management and governance, where each party member is responsible and coordinated. Urge the investigating unit to reasonably decompose power, scientifically allocate power, strictly enforce responsibilities and authorities, improve the system of power and responsibility lists, promote the transparency of power use, strengthen power constraints, and compress discretionary space. Promote relevant party organizations to fulfill their main responsibility for managing the party and governing the party, closely monitor the "key minority" and key links in power operation, carry out practical and detailed daily supervision, and enhance the seriousness, coordination, and effectiveness of supervision. Promote the reform of institutional mechanisms in key areas and accelerate the construction of governance mechanisms in emerging fields. Anti corruption should highlight key areas, drive overall progress through key breakthroughs, continuously expand the depth and breadth of the anti-corruption struggle, and promote reform and governance through cases. Similarly, it is necessary to promote the improvement of institutional mechanisms in key areas. The Third Plenary Session requires that the severe punishment of corruption linked to politics and commerce be a top priority in the battle against corruption. We will deepen the rectification of corruption in areas such as finance, state-owned enterprises, energy, tobacco, medicine, infrastructure engineering, and bidding, resolutely punish corruption around the people, and concentrate on addressing cross-border corruption issues. We should integrate the process of promoting reform and governance through cases in key areas throughout the entire investigation and handling process, achieving the goal of investigating cases, identifying problems, analyzing causes, proposing suggestions, and promoting problem rectification at the same time.
