Fu Yongge, Deputy Director of the Executive Committee of the Hengqin Guangdong Macao Deep Cooperation Zone, introduced that currently, the cooperation zone regards the management and operation of customs clearance as the top priority of its work. According to the schedule of customs clearance operation at 0:00 on March 1st, stress testing and scenario simulation will be carried out to ensure smooth customs clearance operation. The Executive Committee of Hengqin Guangdong Macao Deep Cooperation Zone and the Work Office of Hengqin Guangdong Macao Deep Cooperation Zone of Guangdong Provincial People's Government jointly issued a notice on February 8th, and the cooperation zone will officially close and operate from March 1st. According to the Overall Plan for the Construction of the Hengqin Guangdong Macao Deep Cooperation Zone, a "first line" is established between Hengqin and the Macao Special Administrative Region, and a "second line" is established between Hengqin and other regions within the territory of the People's Republic of China. Recently, the Ministry of Finance, the General Administration of Customs, the State Administration of Taxation, and others have issued relevant policies to clarify the implementation of tax policies for the cooperation zone, which include "first line" relaxation and "second line" regulation. Wang Zhongrui, Director of the Free Trade Department of Gongbei Customs, stated that the current customs department has preliminarily established a customs supervision model that is suitable for the development of the cooperation zone. After the customs are closed and put into operation, personal belongings and postal items that enter the cooperation zone through the opening ports of the cooperation zone are allowed to be tax-free and released for normal consumption and use within the cooperation zone.
