In recent years, laws, regulations, and rules for regulating dog ownership have been introduced in some places, but incidents of dogs injuring people still occur from time to time. In September 2018, a popular internet celebrity in Hangzhou walked a dog without a leash, and the dog pounced on a pregnant woman. The pregnant woman's husband pushed the dog away with his foot, leading to a dispute between the two parties. The dog owner beat the pregnant woman, causing her to give birth prematurely; In September 2021, an 80 year old man in Anyang, Henan Province was bitten by two oncoming big dogs while taking a walk in the community; In October 2023, a two year old girl in Chongzhou City, Sichuan Province was knocked down and bitten by two large dogs. The girl was seriously injured, resulting in a right kidney contusion and a right rib fracture. With the increasing number of people raising dogs in cities, some uncivilized dog keeping behaviors have been frequently exposed, and incidents of dogs injuring people continue to be banned. Dogs hurting people has become a hidden danger that affects people's sense of security and happiness in their daily lives. Article 1247 of the Civil Code explicitly stipulates that if dangerous animals such as fierce dogs that are prohibited from being kept cause harm to others, the animal owner or manager shall bear the liability for infringement. However, in practical life, many pet owners have a mentality of "believing that their dogs will not harm people" and "my dog will not bite people". They do not know, understand, or be familiar with the laws and regulations of pet ownership, walk their dogs without tying chains and ropes, leading to frequent incidents of dog ownership chaos. In order to promote civilized and compliant dog breeding, the Supreme People's Court timely issued typical cases, clarifying that large dogs that are prohibited from causing harm to humans, regardless of whether the victim is at fault or not, the owner should bear full responsibility, once again clarifying the legal boundaries and emphasizing the legal responsibility of dangerous animal owners. The announcement of a typical case of dog owners injuring people has provided a vivid legal lesson for the public and sounded the legal alarm for dog owners. The civilized chain of raising dogs cannot be loosened. The management of dogs poses great risks and challenges to public safety and order, and puts higher demands on the refinement of urban governance. In terms of dog management, relevant departments in various regions should tighten the institutional cage, increase punishment for illegal dog keeping, make uncivilized dog keeping behavior pay the due price, and provide people with a safe public space.
