The Hong Kong Special Administrative Region Government announced on January 30th that public consultation will be conducted on the legislation of Article 23 of the Basic Law of Hong Kong. Since the start of the consultation period, the SAR government has held over 10 consultation and exchange meetings to explain legislative work to people from different sectors. The Chief Executive of the Hong Kong Special Administrative Region, Li Jiachao, emphasized the necessity and urgency of legislating Article 23 of the Basic Law of Hong Kong in multiple exchange meetings. Hong Kong society has experienced the 2019 Hong Kong version of the "Color Revolution", and everyone has experienced and understood the importance of national security. They understand that national security risks are serious, real, and can come suddenly. The Secretary for Justice of the SAR Government, Lin Ting kuo, explained the basic legal principles of the consultation document at a joint meeting of the Security Affairs Committee and the Judicial and Legal Affairs Committee of the SAR Legislative Council. He stated that effective and forward-looking laws for safeguarding national security must be formulated based on the actual situation in Hong Kong and drawing on foreign experience, and human rights and freedoms must be protected in accordance with international standards applicable to Hong Kong, while adhering to the principle of the rule of law. The Secretary for Security of the Hong Kong Special Administrative Region Government, Deng Bingqiang, stated that the legislation of Article 23 of the Basic Law of Hong Kong is not only the constitutional responsibility of the Hong Kong Special Administrative Region, but also has practical needs. The risk of endangering national security still exists, and it is necessary to seize the opportunity to legislate as soon as possible to address the ongoing national security risks and threats. In recent days, several government secretaries of the Special Administrative Region have met with people from different sectors to explain to the attendees that only by improving the legal system and enforcement mechanisms for safeguarding national security can Hong Kong better protect the rights of its citizens and engage in development with ease. The Financial Secretary of the Special Administrative Region Government, Chen Maobo, presided over a briefing for the financial sector, providing detailed legislative recommendations and provisions to representatives from relevant regulatory agencies, the Hong Kong Stock Exchange, and the banking sector. The participants agreed that a safe and stable business environment is a key prerequisite and core condition for social and economic development, and recognized the legislative work of Article 23 of the Basic Law of Hong Kong. The SAR government has responded promptly to the doubts raised by some Hong Kong citizens and foreigners in Hong Kong. On the afternoon of the 6th, Li Jiachao held a briefing at the headquarters of the Special Administrative Region Government, explaining the content of the consultation documents to over 100 foreign consulates in Hong Kong, representatives of foreign chambers of commerce, and major local chambers of commerce, and listening to suggestions from various sectors. Participants in the consultation stated that the interpretation work of the SAR government was timely and comprehensive, providing a clearer understanding and comprehension of legislative work. Foreign business representatives attending the meeting described smooth communication among all parties, and officials from the Special Administrative Region government listened to everyone's opinions and responded to their concerns. The attendees clearly understood that the legislation of Article 23 of the Basic Law of Hong Kong will not have an impact on general business owners, nor will it have an impact on the general public. The Hong Kong Bar Association and the Bar Association pointed out that completing the legislation of Article 23 of the Basic Law of Hong Kong is the constitutional responsibility of the SAR government. Tang Jiahua, a member of the Special Administrative Region Executive Council and senior lawyer, stated that Hong Kong faces certain risks, coupled with its complex geopolitical situation.
