At the State Council Policy Regular Briefing held today by the State Council Information Office, Guo Qiwen, the head of the Legislative Bureau of the Ministry of Justice, introduced that in accordance with the relevant decisions and deployments of the Party Central Committee and the State Council, as well as the requirements of the State Council's legislative work plan, the Ministry of Justice actively promotes the formulation and revision of relevant laws and administrative regulations to optimize the business environment. These tasks mainly involve promoting the revision and completion of the State Council's Regulations on the Standards for Declaration of Business Concentration, which was officially announced by the State Council on January 22. This revision is based on China's national conditions and the objective requirements of current economic development. It coordinates development and security, vitality and order, timely adjusts the standards for declaring business turnover in concentration of operators, further reduces the institutional transaction costs of concentration of operators, promotes investment and mergers and acquisitions, stimulates market vitality, and enhances the efficiency of China's anti-monopoly review. Accelerate the formulation of the Fair Competition Review Regulations. Implement the deployment of building a unified national market, elevate the fair competition review system to an administrative regulation, and further clarify the subject, standards, mechanisms, and related requirements of fair competition review based on extensive solicitation of opinions from relevant parties. Focus on stopping the abuse of administrative power to exclude and restrict competition, and provide legal protection for all types of business entities to participate in market competition fairly. Accelerate the formulation of the Implementation Regulations of the Consumer Rights Protection Law of the People's Republic of China. In response to the pain points, bottlenecks, and difficulties that consumers are generally concerned about, such as online consumption infringement, prepaid consumption infringement, and the application of punitive damages, we will further improve the regulatory system for consumer rights protection, fully leverage the role of the government and its relevant departments in protecting consumers, improve the consumption environment, boost consumer confidence, and create favorable conditions for business entities to carry out business activities in accordance with the law. Accelerate the revision of the Anti Unfair Competition Law of the People's Republic of China. In response to prominent issues such as commercial confusion, false advertising, commercial bribery, and online unfair competition reported by business entities, we will further improve the rules and regulations of the anti unfair competition system, increase the illegal cost of unfair competition behavior, and strengthen the protection of the legitimate rights and interests of various business entities. Organize the drafting of the "Regulations on International Cruise Ship Supply at Ports of the People's Republic of China". In order to improve the convenience level of international cruise ship docking supply, promote high-quality development of cruise economy, expand domestic demand, release consumption potential, and cultivate new development momentum, the Ministry of Justice has organized relevant departments to draft this regulation, aiming to smooth the international cruise ship material supply channels and clarify relevant measures for customs facilitation. Currently, the draft of this regulation is being publicly solicited for public opinion. Guo Qiwen stated that in the next step, the Ministry of Justice will focus on issues of concern to business entities, actively promote relevant legislative work in accordance with the decisions and deployments of the Party Central Committee and the State Council, and the requirements of the State Council's legislative work plan, and continuously improve China's legal business environment.
