Let the policy of seeking medical treatment in different places for work-related injuries have a spillover effect on benefiting the people

According to a recent notice issued by the Ministry of Human Resources and Social Security and other three departments, starting from April 1st, provinces across the country will pilot the direct settlement of work injury insurance for cross provincial medical treatment. Personnel in pilot cities with demand can directly settle the expenses for inter provincial and cross regional medical treatment, inpatient work injury rehabilitation, and auxiliary equipment configuration at medical institutions by holding social security cards or electronic social security cards. A person in charge of work-related injury business in a company stated that this will greatly solve the pain points of work-related injuries such as reimbursement of medical expenses and advance payment for medical treatment. After the comprehensive popularization of cross provincial and cross regional medical settlement, it has shown an increasingly refined development trend. For example, some special and chronic diseases were initially unable to be settled directly due to significant regional differences in policies, but now these patients are generally included in the category of cross provincial direct settlement. The reimbursement ratio of work-related injury insurance is higher, the welfare protection is more comprehensive, and the policy regional differences are greater. Therefore, piloting cross provincial direct settlement of work-related injury insurance once again demonstrates the determination to refine and promote policies that benefit the people. Compared to other patients, work-related injury patients require more cross provincial medical treatment. When a major work-related injury occurs, the situation is usually complex and requires treatment in first tier cities. Occupational diseases such as silicosis and chemical burns are often diagnosed and treated professionally, and seeking medical treatment across provinces is also common. In the past, the expenses for remote medical treatment for this group of patients could only be advanced by individuals or companies, and then reviewed and manually reimbursed with invoices. After implementing direct settlement, employees can directly claim reimbursement and pay with their social security cards. This will significantly improve the convenience of medical treatment for work-related injury patients and reduce their cost burden. Of course, there are not many patients who can enjoy work-related injury insurance benefits. As of 2018, there were 239 million people insured under work-related injury insurance nationwide. From 2014 to 2018, work-related injury insurance has provided work-related injury insurance benefits to over 400000 employees with occupational diseases. As of the end of 2023, the number of people covered by work-related injury insurance was 302 million. Although the number of people enjoying work-related injury insurance benefits has also increased significantly, compared with the large number of beneficiaries of basic medical insurance and special chronic disease protection, the beneficiaries of work-related injury insurance can only be considered a niche group. However, better protection for this niche group can make 302 million work-related injury insurance insured persons and even the majority of employees feel at ease and warm. Especially, workers in high-risk industries such as hazardous chemicals, mines, construction, transportation, and machinery manufacturing will be reassured by better protection for work-related injuries. This means that this welfare policy is expected to have a spillover effect in the workplace, not only ensuring the health of employees, but also having a strong driving and promoting effect on mobilizing their work enthusiasm and comprehensively improving the level of labor security. In recent years, medical insurance has not only focused on quantity, but also placed greater emphasis on improving quality and security levels. On the one hand, while maintaining a stable participation rate of over 95%, basic medical insurance continuously improves its coverage level through expanding reimbursement scope and proportion. On the other hand, the protection level of classified insurance such as major illness medical insurance, maternity insurance, and work-related injury insurance is also advancing simultaneously. The policy of benefiting the people through medical insurance is becoming increasingly refined, and special and niche groups can also become the focus of attention, reflecting that no group can fall behind
