The Spring Festival travel has always been the busiest period for road traffic, the most concentrated period for people's travel, and the most prominent period for safety risks in Guangdong throughout the year. According to the meteorological department's prediction, Guangdong may be significantly affected by cold air, with low temperatures, rain, and freezing weather, highlighting road traffic safety risks. Recently, the Guangdong Provincial Spring Festival Games Work Leading Group issued a notice on further strengthening the refinement of road traffic safety control measures for the 2024 Spring Festival Games, formulating 39 refinement measures to strengthen work implementation in five aspects: "people, vehicles, roads, enterprises, and governance". At the same time, it strengthens publicity and education, emergency response, and other two guarantees to further strengthen road traffic safety control and fully achieve the goal of a safe Spring Festival Games. The Notice requires all transportation enterprises to further carry out specialized study of safety production laws, regulations, and operating procedures, strengthen driver defensive driving, emergency driving, and especially provide emergency response training. Each transportation enterprise should conduct a thorough investigation of all operating vehicles participating in the Spring Festival travel, with a focus on old vehicles over 10 years old, and resolutely prevent vehicles from operating with defects. Vehicles that have not passed the safety risk assessment for over 800 kilometers of passenger routes are prohibited from participating in the Spring Festival travel, and ordinary vehicles are prohibited from transporting dangerous goods, carrying prohibited items, or exceeding limits and overloading. In terms of strengthening law enforcement inspections, the Notice requires all regions to strengthen the law enforcement work on the front line of Spring Festival travel, and implement key control measures on transportation hubs and surrounding sections such as Baiyun Airport, Guangzhou South Station, Baiyun Station, Shenzhen Airport, Shenzhen North Station, Luohu Port, Dongguan Humen Station, Huizhou South Station, Zhanjiang West Station, Chaoshan Station, Guangfo Road Intersection, and Guangzhou Shenzhen Line. Various regions should strictly investigate drunk driving behavior before, during, and after festivals, strictly investigate overloading of small passenger cars (especially vans and commercial vehicles) with six or more seats, strictly investigate illegal behaviors such as speeding and overloading of passenger and freight vehicles, fatigue driving, driving on highways without following the prescribed lane, and passengers not using seat belts, and strictly investigate illegal behaviors such as overloading on motorcycles, not wearing safety helmets, driving in the opposite direction, and running red lights. The notice also requires all regions to comprehensively sort out the implementation of "one day, one assessment" and 24-hour emergency duty mechanisms during the Spring Festival travel period on highways throughout the province. Public security, transportation, meteorological and other departments in various regions should strengthen coordination, and provide early warning and emergency information on cooling, cloudy and rainy weather, and fog. Key road sections in the mountainous areas of northern Guangdong should strengthen emergency preparedness, implement emergency rescue forces, and ensure emergency resources such as snow melting agents and snow sweepers.
