Lin Dingguo stated that without national security, no one can enjoy or exercise their rights and freedoms, and personal safety and property will also be threatened. Article 23 of the Basic Law of Hong Kong is enacted to target a very small number of individuals who pose a threat to national security, with the aim of providing better protection for everyone's life, property, investment, rights, and freedoms. Deng Bingqiang introduced the content and legislative suggestions of the consultation document. He stated that the SAR government has considered relevant foreign laws, current laws applicable to the Hong Kong Special Administrative Region, and the actual situation of the Hong Kong Special Administrative Region in making recommendations. The SAR government will appropriately draw on the laws of other countries to maintain national security, but will not completely copy foreign laws into the legal system of the Hong Kong Special Administrative Region.
