On January 30th, the national pilot meeting for online litigation and coordination of civil disputes in the field of housing and urban-rural construction was held in Guangzhou. Liu Guixiang, a deputy ministerial level full-time member of the Judicial Committee of the Supreme People's Court, Wang Hui, a member of the Party Group and Deputy Minister of the Ministry of Housing and Urban Rural Development, attended the meeting and delivered a speech. Zhang Haibo, Secretary of the Party Group and President of the Guangdong Higher People's Court, attended the meeting and delivered a speech. Opening up channels for preventing and resolving conflicts and disputes between courts at all levels and housing and construction departments from top to bottom, and forming a new approach to dispute resolution that prioritizes prevention, does not prioritize litigation, and provides litigation support, is an inevitable requirement for adhering to and developing the "Fengqiao experience" of the new era, and is also a powerful measure to serve the overall situation and the people's justice. Courts at all levels should aim to achieve the goal of resolving cases and facilitating political and human relations. They should solidly and effectively carry out pilot work, actively strengthen communication and cooperation with housing and construction departments at the same level, orderly carry out docking, standardize mediation processes, improve joint consultation mechanisms, identify the "source" of litigation source governance, and achieve a transformation from "treating symptoms" to "treating the root cause". Courts in pilot areas should adhere to goal oriented and problem oriented approaches, achieving a combination of first trial and comprehensive deployment, "inviting in" and "going out", improving evaluation mechanisms and strengthening guidance to the lower level, filling gaps and promoting long-term effects, effectively improving the level of legal prevention and resolution of conflicts and disputes, extending forward and deepening, and implementing the principle of "focusing on the front end and treating diseases before they occur". Wang Hui emphasized that from the perspective of enhancing the modernization of the national governance system and governance capacity, it is necessary to fully recognize and understand the significant significance of carrying out the "overall to overall" work on housing and construction disputes. The housing and urban-rural construction authorities in each pilot area should take the initiative to establish work coordination and information sharing mechanisms with local people's courts and relevant departments, jointly establish and improve the evaluation and incentive system, strengthen the supervision and guidance responsibilities of each line, connect well with the funding guarantee mechanism, and ensure the implementation and effectiveness of the "overall to overall" work. We should take the implementation of Judicial Recommendation No. 1 of the Supreme People's Court in 2023 as the starting point, strengthen standardized management, vigorously promote the professional construction of mediation, strengthen information services, timely and effectively resolve housing and construction disputes, and do a deep and practical work in the governance of litigation sources. It is reported that the Supreme Court organized a "general to general" work in 2020- to collaborate with relevant central units to resolve industry and professional conflicts and disputes in this field and system. The number of cooperating units has increased to 13, and the number of mediation organizations and mediators has increased to 33000, with 75000 people. In 2023, 1.488 million disputes were successfully resolved. At the meeting, experiences were introduced by Guangdong High Court, Guangdong Department of Housing and Urban Rural Development, Beijing Commission of Housing and Urban Rural Development, Inner Mongolia High Court, Zhejiang High Court, Fujian Department of Housing and Urban Rural Development, and Shandong High Court. Officials from relevant departments of the Supreme Court and the Ministry of Housing and Urban Rural Development attended the meeting, while officials from central and grassroots courts and housing and urban development authorities in pilot areas attended the meeting via video conference at the branch venue.
