As for the northward migration of Hong Kong talents, the 2023 Policy Address announced that foreign personnel registered in Hong Kong can apply for a "one visa, multiple travel" visa for two years or more to travel to the mainland. Deng Bingqiang said that since the implementation of this policy, the number of "one visa, multiple travel" visas issued in Hong Kong for two or five years has significantly increased, with about 9000 applications approved.
