The Ministry of Human Resources and Social Security strengthens the standardization construction of the gig market, providing a warm "home" for gig workers

The gig market is an important way to expand employment capacity and improve the job market. "Doing gig work" plays an important role in promoting employment and income growth for older and disadvantaged individuals. Providing precise services for flexible employment through the gig market, breaking down information barriers between enterprises and job seekers, and building a supply and demand docking platform are crucial for promoting employment. Recently, the Ministry of Human Resources and Social Security issued a notice on strengthening the standardization construction of the gig labor market (hereinafter referred to as the "Notice"). In the eyes of many industry insiders, the Notice provides strong policy guarantees for the standardized development of the gig market, and the gig market will usher in important development opportunities. In the gig market, there are more elderly migrant workers in Shenzhen Longhua, Hangzhou Xiasha, and the intersection of Zhengzhou South Third Ring Road and Zhengmi Road... In the past few months, Zhang Chenggang, Associate Professor of the School of Labor Economics at Capital University of Economics and Trade and Director of the China New Employment Forms Research Center, has visited and researched multiple gig markets from south to north. What impressed him the most was the group of elderly migrant workers in the gig market. They can only make choices in types of work such as manufacturing, logistics, construction, and miscellaneous work. In the past two years, the construction industry has been shrinking, and many construction sites have stopped working. Taking the Zhengzhou gig market researched by Zhang Chenggang as an example, starting from 3am every day, job seekers gather here, mostly from cities around Henan. There are many older migrant workers, mainly construction and miscellaneous workers, many of whom wear yellow helmets, and most of them are in their 60s and 70s. Here, Zhang Chenggang even met an 82 year old migrant worker. In order to look younger, many people will dye their hair slightly to make their bodies cleaner. In addition to migrant workers, Zhang Chenggang also encountered nearly 50 year old foreign company employees who were laid off, contractors who were owed wages, and drivers who pulled goods on the platform in several gig markets he visited. In the manufacturing industry with the best treatment in the gig market, the age requirement is generally the highest, with a upper limit of 40 or 45 years old. In addition to age, the gig market also has requirements for the cultural level of practitioners. For example, some companies require job seekers to recognize 26 English letters. But for many people in their forties and fifties, this is a condition they simply cannot achieve. Lack of education and low cultural level have always been a distinctive feature of the gig market, to the extent that Zhang Chenggang's initial idea of conducting a survey through his phone was found to be completely unrealistic. Many people don't want to fill it out, but they can't. Some are due to the lack of smartphones or data, while others are simply unable to recognize characters or have poor text processing abilities. Although the questionnaire designed by Zhang Chenggang's team has tried to use the simplest language possible, they still cannot understand and fill it out. With the entry of an aging society and the contraction and decline of the real estate industry, some problems in the gig market will become more prominent. Most of these workers do not have savings and need to live one life a day or a few days to survive. In Zhang Chenggang's view, the survival issues of older migrant workers and other employed individuals in the gig market in the future cannot be ignored. Incorporate into basic employment public
