On January 15th, the General Office of the State Council issued the "Opinions on Developing the Silver Hair Economy and Enhancing the Welfare of the Elderly" (referred to as the "Opinions"). This is the first specialized document released by the country to support the development of the silver haired economy. The Opinion proposes 26 measures in 4 aspects, including developing people's livelihood undertakings and addressing urgent difficulties and anxieties; Expand product supply and improve quality level; Focus on diversified needs and cultivate potential industries; Strengthen factor guarantee, optimize development environment, etc. In terms of developing people's livelihood and solving urgent difficulties, the Opinion proposes to expand elderly meal assistance services. Guide catering enterprises, property service enterprises, and charitable organizations to develop elderly meal assistance, and promote elderly care institutions to provide elderly meal assistance services to society. Guide delivery platforms, logistics companies, and other business entities to participate in elderly meal delivery. Improve diversified financing mechanisms and allow eligible places to provide certain operational subsidies or comprehensive reward subsidies to elderly meal service institutions. Support local governments to provide subsidies or issue elderly meal vouchers to elderly people who enjoy meal assistance services in accordance with regulations, taking into account their economic development level and financial situation. In terms of expanding product supply and improving quality levels, the Opinion clarifies the cultivation of silver haired economic operators. Give full play to the leading and exemplary role of state-owned enterprises, encourage and guide them to actively expand their business related to the silver economy in combination with their main responsibilities and businesses. The development and layout of silver economy related industries by state-owned enterprises, or the provision of venues and facilities for elderly care services, shall be comprehensively considered in the assessment of business performance. Give full play to the role of the private economy, improve the communication and connection mechanism between government and enterprises, break down unreasonable market access barriers, and promote direct and fast access to policies, funds, information, and other aspects of the silver economy. In terms of focusing on diversified needs and cultivating potential industries, the Opinion proposes to enrich the development of pension financial products. Support financial institutions to develop elderly care financial services in accordance with the law and regulations, and provide services such as elderly care financial planning and fund management. Enrich personal pension products and promote the development of exclusive commercial pension insurance. Actively develop commercial medical insurance and commercial long-term care insurance, carry out pilot work on responsibility conversion between life insurance and long-term care insurance, strengthen the research and development of pension financial products and the connection with health, pension care and other services. In addition, the Opinion emphasizes strengthening fiscal and financial support. Optimize the scope of special investment within the central budget, support eligible new elderly care service facilities to be equipped with information management systems, and promote the use of intelligent manual replacement equipment. Support eligible silver economy industry projects through local government special bonds. Make good use of the special refinancing for inclusive elderly care, and provide credit support to eligible public welfare inclusive elderly care institutions, home-based community elderly care system construction, and elderly product manufacturing enterprises included in relevant catalogs in accordance with market-oriented principles. Encourage various financial institutions to increase their support for the construction of elderly care service facilities and silver economy industry projects while adhering to their functional positioning and complying with laws and regulations.
