In order to further optimize the development environment of private enterprises, fully stimulate the vitality and creativity of private enterprises, and comprehensively enhance the confidence of private entrepreneurs in their development, the Guangdong Provincial Committee of the Communist Party of China and the Guangdong Provincial People's Government recently publicly released the Implementation Opinions of the Guangdong Provincial Committee of the Communist Party of China and the Guangdong Provincial People's Government on Promoting the Development and Growth of Private Economy and Further Promoting the High Quality Development of Private Economy. The private economy is a driving force for Guangdong Province to build a new development pattern and promote high-quality development. Data shows that in the first three quarters of 2023, the added value of the private economy in Guangdong Province exceeded 5 trillion yuan, accounting for more than 50% of the regional GDP, a year-on-year increase of 4.8%; The tax revenue of private economy accounts for more than 60% of the total tax revenue in the province; The total export volume of private economy accounts for more than 60% of the total export volume of the province, a year-on-year increase of 11.6%, which is 7.7% higher than the export growth rate of the province. The Implementation Opinions adhere to a problem oriented and goal oriented approach, and introduce 30 measures from 8 aspects, including continuously optimizing a stable, fair, transparent and predictable development environment, strengthening the rule of law guarantee for private economic development, encouraging reform and innovation of private enterprises, guiding private enterprises to develop in a standardized and healthy manner, promoting the healthy growth of private entrepreneurs, strengthening resource supply guarantee, and strengthening organizational guarantee.
