China Charity Culture Forum (2023) held in Beijing

On December 27th, the China Charity Federation held the China Charity Culture Forum (2023) in Beijing. The forum, with the theme of "Charity and New Forms of Civilization", brings together representatives from various sectors such as charitable organizations, private enterprises, academic institutions, and media to discuss the inheritance, development, practice, and innovation of Chinese charity culture. Through cultural cohesion and consensus, we can work together to promote the high-quality development of charity. Qiu Dongyao, Vice Chairman of the 12th Zhejiang Provincial Political Consultative Conference and President of the Zhejiang Charity Federation, and Deng Yongjian, former Vice Chairman and Deputy Secretary of the Party Group of the Henan Provincial Political Consultative Conference, attended the forum. In his speech, Liu Fuqing, Vice President of the China Charity Federation, stated that culture is the soul of a country and a nation, and cultural prosperity leads to national prosperity. Social organizations and charitable undertakings also continuously draw nourishment and drive progress from the excellent culture of the Chinese nation. In recent years, the rapid development of philanthropy is an important force to promote Chinese path to modernization, a cause that benefits the public, and a moral practice with a broad mass character. The report of the 20th National Congress of the Communist Party of China clearly stated the need to establish a coordinated and supportive system for initial distribution, redistribution, and third distribution. Charity should attach importance to making the charity cake bigger. At present, the total amount of funds is still too small and there is still too little to divide. It is necessary to vigorously develop charity and public welfare undertakings, becoming a beneficial supplement for initial distribution and redistribution. In the keynote speech, Qiu Dongyao elaborated on the Zhejiang experience of charity helping common prosperity from four aspects: improving the policy system for the development of charity, weaving a dense network system for the development of charity, innovating the brand system for the development of charity, and enriching the cultural system for the development of charity. He introduced that in 2007, Zhejiang province was the first to achieve full coverage of the provincial, municipal, and county-level charity network nationwide. Since 2020, it has launched the "Charity Ten Million Project" and built a five level charity network system. As of 2023, the province has jointly built 1506 township (street) charity branches, achieving basic full coverage, and built 16976 village (community) charity workstations, with a completion rate of 68.68%. Deng Yongjian introduced that Henan province takes "rule of law charity, strength charity, efficient charity, public charity, and sunshine charity" as the overall layout to promote the high-quality development of charity, ensuring the protection of the rule of law, the benefit of the people with strength, efficient promotion of development, the gathering of strength from the whole people, and the demonstration of public trust through sunshine. He mentioned that in the eight years since the promulgation of the Charity Law in 2016, the charity industry in Henan has achieved significant development. The Provincial Charity Federation has raised 13.7 billion yuan in funds and materials, and helped more than 4 million people in need. Bai Xiaoming, General Manager of Tongding Group Co., Ltd., stated that we must never forget our social responsibility in the development of the enterprise and demonstrate our culture of kindness in charity work. Over the past 25 years, Shen Xiaoping, Chairman of Tongding Group, and the group have donated over 900 million yuan to society, with charitable activities covering 23 provinces across the country. Bian Haiyan, co-founder and vice chairman of Ningxia Yanbao Charity Foundation, stated that only by passing on the torch of charity and persevering can a virtuous cycle be formed and maximum effectiveness be achieved. The Ningxia Yanbao Charity Foundation has been dedicated to education and student assistance for 13 years, and has achieved full rewards and subsidies for all children in Ningxia who are admitted to universities, with a cumulative distribution of Yanbao funds
