China Council for the Promotion of International Trade: Global economic and trade frictions are intensifying

On the 27th, the China Council for the Promotion of International Trade held a regular press conference for December 2023, releasing the October Global Economic and Trade Friction Index. According to Zhang Xin, spokesperson for the China Council for the Promotion of International Trade, based on the comprehensive index, the global economic and trade friction index for the month was 305, continuing to be in a high range, up 44 points from the same period last year and 124 points from the previous month. The amount involved in global economic and trade frictions has increased by 29% year-on-year and 43.6% month on month, indicating an increasing trend of global economic and trade frictions. In terms of the country index, Mexico, the United States and Türkiye rank in the top three of the 20 countries (regions) in terms of economic and trade friction index, and the United States, the European Union and South Korea rank in the top three in terms of the amount of economic and trade friction measures. Compared to the same period last year, the United States and the European Union maintained high levels; Mexico and Türkiye rose from low to high, and both increased significantly compared with the same period last year. From the perspective of industry indices, the electronic, mechanical equipment, transportation equipment, pharmaceutical, light industry, and chemical industries have become the main conflict points of economic and trade friction measures. Among the 13 major industries within the monitoring range, the electronic industry has the highest economic and trade friction index. From the sub index perspective, a total of 17 import and export tariff measures have been issued by 20 countries (regions) within the monitoring scope, 33 trade remedy investigations have been initiated, 98 TBT and SPS notifications have been submitted to the WTO, 13 import and export restriction measures have been issued, and 151 other restrictive measures have been issued. Among them, the index of import and export restriction measures ranks first among the five categories of measure indices. Since the beginning of this year, except for the year-on-year increase in trade relief measures, the other four sub measures have continued to show a downward trend year-on-year. In terms of China related economic and trade frictions, 19 countries (regions) have a China related economic and trade friction index of 1426, which is at a high level, up 94 points from last month. Among them, the United States is the highest, followed by Türkiye, and the European Union is the third. The amount of economic and trade friction measures related to China in 19 countries (regions) increased by 23.2% year-on-year and 77.1% month on month in that month. The index of economic and trade frictions related to China in the industries of electronics, mechanical equipment, light industry, pharmaceuticals, and transportation equipment is at a high level. It is worth noting that out of the 33 trade remedy measures implemented by 19 countries (regions) in that month, 7 were targeted at China. Specifically, on October 4th, the European Union launched a countervailing investigation against pure electric passenger vehicles imported from China; On October 10, Türkiye launched an anti-dumping investigation against citric acid imported from China; On October 25th, the United States launched anti-dumping and countervailing investigations against aluminum offset printed boards imported from China; On October 31st, the United States launched anti-dumping and countervailing investigations against aluminum profiles imported from China; On October 31, Türkiye launched an anti-dumping investigation on hot rolled coils imported from China.
